She's fully believing in Homeworld's idea that all gems have to fit their purpose, and if you don't, you're worthless. The Rubies fit their role perfectly, and she wouldn't expect them to be strong, since Rubies are supposed to be small and weak individually.

Maybe not even then. She still sees fusion in terms of strength, she derides Garnet as two weaklings making a play at being more powerful and that's unlikely to have changed even with her greater "appreciation" for fusing (and would probably extend to a fused Ruby as well) - whereas she is obsessed with Lapis because Lapis is extremely powerful and thus in her mind the perfect partner for fusion, and specifically chose the burliest and strongest corrupted Gems as her army/fusion buddies.
That doesn't mean she'd respect them, just that she wouldn't mind their presence. Especially given the way she treated Peridot (who was far more devoted to their actual mission than she was), and her dismissiveness towards Garnet for being made of weak Gems, I don't get the impression she gives much respect to anyone she sees as less powerful than herself.
