Regarding whether or not the other Crystal Gems could bubble at the time of the Rebellion, the shattered Crystal Gems in the Cluster were able to bubble each other pretty quickly, even though they were fragments of themselves. So either they already knew how to bubble, or bubbling is really easy to learn.
Ok, about bismuth and the shattering point....it won matter, not because a moral quandery but because whatever we liked or not, homeworld almost win.
I mean yeah, they where retreating and stuff but Homeworld deploy a weapon that reduce the rebelion into a footnote in history, Homeworld learn of their rival and adapt waaay better at them, hell without Peridot the clust would open and earth would be history.
In the end, Homeworld malice overcome rebelion, showing how can far they go.

One of the best things about Bismuth as a character is that her character could go either way. Unlike Jasper who - let's face it - is going to get worse before she gets better even if she gets a redemption arc, Bismuth is goodhearted enough that a future appearance could have her try to redeem herself, but flawed enough that a future appearance could have her unable to, and both would work perfectly with her character as we've seen it.
Another point in favor of her returning is how she has obvious/easy plot potential with practically every single major character (except maybe Greg), which is rare for anyone not named Steven.

She'll probably be back. It's the same problem as fusions, though. Uzo Aduba killed it as Bismuth, but she's got Orange Is The New Black. Nicki Minaj isn't available for Sugilite. Estelle has her music career. Oh hell, Joel's got the new MST to take care of, so we may not see Mayor Dewey for a while.
If the Crystal Gems sent them back to Homeworld, that would've given away that they survived. If they just kept them in the temple this whole time that's... really weird.
I mean, if I were Yellow Diamond, I'd think waiting for that is a smart idea, so it would corrupt as many of them as possible.

Oh. I don't really think that's weird? What else can they do with them? Releasing them would be dangerous.
Though to be honest I don't think they would have bubbled homeworld gems. I think they would have just left them there. Or other homeworld gems would have picked them up first.

It kind of carries more meaning when you were actually made for one explicit purpose and can't fulfill it. Speaking of which, I wonder if they're ever going to answer why Amethyst emerged so much later than the others.

That "low opinion" of the Diamonds and upper-class Gems isn't in the "beneath me" sense.
She stayed in the ground too long...Perry winks explained it. Probably had trouble forming because of the rock density of that specific area.
