Just going to say, creators can love villains as villains, and good villains can, (and more often should) have more depth to them than just "evil". That the Crewniverse understands this doesn't really say much except that they're good writers. It could still go either way.

There is a theme this season about there being people Steven cannot reach.
Marty hurt his father, but Steven played along to support Sour Cream and things only went south when Marty just tried to use his son for his own ends.
Steven was obsessing over his hatred for Kevin, but then Stevonnie relents when Kevin lies about his brother; they wanted to believe that Kevin had good in him, and were hurt to be lied to and ultimately gave up.
Bismuth is a good person/lesbian space rock. She's, by far, the greatest tragedy of Steven not being able to reach somebody, but at the end of the day Steven couldn't help her, because Bismuth isn't ready to be helped. She's still playing the same script she did 5000 years ago, where Homeworld is invading Earth so it's time to murder them so hard they spend the rest of existence in disembodied agony.
Jasper can go either way. She hasn't sped past the Moral Event Horizon quite yet, but she's not exactly slowing down either.
Nah, it's been done to almost death now.
Rules of the Internet 45. Rule 45 is a lie. Check out my art if you notice.I'd say she's crossed it twice over, but that's just, like my opinion.
For Steven to be willing to go through with bubbling Bismuth is still a massive growth in his character. He's willing to put her back where Rose left her, but this time he's making amends. For as sad as that scene is, it's sweet that when it's all said and done, she's pleased to know her friends are in good hands.
Practically...? Not quite yet she isn't, but probably. She's been in 4 episodes.

Rules of the Internet 45. Rule 45 is a lie. Check out my art if you notice. The second half's focus, but Jaspee's too perfect to focus on...remember all those times she didn't get poofed.
It's because she's perfect.

They just make her sound like a bully with an inferiority complex.

Rules of the Internet 45. Rule 45 is a lie. Check out my art if you notice. You know, I just thought of something: the corruption wave didn't affect those in gem form, otherwise Lapis would have been corrupted. Then shouldn't the Crystal Gems have had some bubbled POWs that weren't corrupted?
If the Crystal Gems sent them back to Homeworld, that would've given away that they survived. If they just kept them in the temple this whole time that's... really weird.
No, with those bubbled HW Gems she would've had a proper testing target.

While she might be oto proud due her perfection or something else, she was quite obsessed with fusion.
In the past she said that fusion was a cheap tactic to be strong.
And when a fusion defeated her, she decided to fuse to become stronger.
After spending a long time fused with Lapis, she grown drunk with power, but then she's defeated and deprived from that power.
Then the boat episode, nuff said.
And then Crack the whip, "Why everything is about fusion?"
I think she got obsessed because she's obsessed with battle power.
She belives she's superior to most gems, but when she's getting defeated, she ignores her previous beliefs as long as she can win.
"I am the ultimate quartz, so it would be unlikely that I could get defeated. They are fusing, so my defeat doesn't count".
Sounds like Jasper might be middly narcissistic.

She was probably the only one who could do it at the time.

Soon when the Diamonds become a looming threat, we should expect to see them in swag...because they are now apart of the norm being re-occuring villains.
