Garnet even mentions how thousands of Gems were shattered on the strawberry plains. I can't imagine that Homeworld would retreat if those thousands of casualties were all on the other side.
I think the best way to view the Breaking Point isn't as a nuke (the Diamonds already have the magical space nukes) but more like... chlorine gas grenades, I guess? On paper they may look effective, but they're an especially ugly way to kill people (even when you're already blowing holes in each other) and there's nothing stopping the enemy from making their own, or worse.
Answer: You're talking about the breakfast/smoke monster from "Together Breakfast." Well, to make pigments you use certain minerals to achieve different colors. Those different pigments get use in inks and paints... see where I'm going with this...

So yeah, any shard isn't just dead, they still have a spark left. Combining them of course increases awareness, but any shard could have some consciousness. Which is horrible, because it's worse than death. There's no oblivion, just A Fate Worse Than Death. At least with bubbling it's effectively Cessation of Existence while they're in stasis.

If they don't just end up turning into sentient disembodied limbs, they have the ability to place their consciousness into inanimate things and become incredibly responsive to command inputs.

And Bismuth was going to do that to as many Homeworld Gems as she could.
On that note, it is a missed opportunity that we didn't get to see her interact with Peridot and Lapis. I'm hoping it's something that'll happen when (and it better be when dammit) she comes back.
No more than just poofing and bubbling her would. I think it's pretty clear the Crystal Gems as they exist now aren't interested in shattering anyone.
And that's the real crux of the issues, there is really no situation where shattering an opponent is an option but just poofing them and sealing them away isn't. At least not for individual Gems.

I think one of the writers put out a message after the first episode of the shard arc came out referring to the Cursed Scroll episodes. "You know that episode with the thing? ...Yeah. You guys are astute." Something to that extent, I don't remember exactly what.
