But rather than making a superweapon, it makes more sense to me that she would have Steven as an example to homeworld of a way they can repopulate without hollowing out every planet in the universe like the Plutonians in Rick & Morty. The first generation of hybrids doesn't necessarilly do that since one of the parents dies, but if the hybrids ever had kids, the second generation would create a new hybrid population of gems. By adapting and evolving to repopulate on their own it solves both of Homeworlds resource, and population problems.
