Tier 3: the Diamonds
Tier 2: higher ranking Gems, like Quartz's, Sapphire, and maybe Lapis Lazuli
Tier 1: lower ranking Gems, like Ruby and Peridot
Tier 0: theoretical tier equivalent to the Untouchables, containing naturally-formed Gems, not specially designed with one single societal purpose
Pearls would be 1 tier below their masters
There could be any number of tiers between 2 and 1, considering how few Gems we've actually seen.

Note that Sapphire didn't have the Rubies under her command. They were assigned by their commander to protect her. HW seems to mass produce dumb warrior brutes and be much more careful in spawning the specialists and in the roles they assign these more sophisticated gems to.
Lapis was sent by Blue Diamond to investigate Earth's oceans, because she had doubts about what Pink Diamond was doing with 70% of the planet. When her spy failed to return she took a direct hand in the battle for Earth.
That...leads to a ton of fridge horror. Maybe the reason the Rubies weren't too bright is because they were made poorly because they were produced in large numbers to be expendable. Quantity over quality. The same could apply to Peridot being extremely physically weak

I think the trick is regenerations. Pearl notably takes a really long time to regenerate. Perhaps that's because she still has to deviate from the core Pearl model and design a body better suited for combat. Peridot notably regenerated in five seconds, perhaps indicating that rushing it left her exactly the same as she was supposed to be.
