I think it's true that the Crystal Gems didn't rebel against Homeworld for the sake of humans.
The thing is, I'm not sure that's necessary? Or even what Rose claims.
The Rubies didn't even know Peridot was Peridot. She was just a gem they locked on to.
I would point out that Yellow Diamond might not know Peridot survived the diamond communicator self-destructing.
I think Yellow Diamond "doesn't hold grudges" in the sense that she honestly doesn't expect the recipients of her ire to live that long.

The Diamonds had their own moonbase. That communicator was for diamonds to talk to other diamonds. And that moonbase is older than the colony itself was. At least one diamond came to the moon to scout out Earth before anyone else.
For whatever reason, they wanted Earth. Badly.
A high-ranking Quartz rebels, and manages to fend off the personal court of at least one Diamond. And basically wins.

We know a lot of reasons for Yellow Diamond to hate the Earth. Nothing good for the Diamond Authority has happened there. Everytime she looks at it she is reminded of failure after failure after failure.

And I don't imagine Jasper will be happy to hear about this. Because like Peridot, Homeworld knows she fucked up on her mission, so she's going to have to do something to get back in their good graces. Like say, trying to reactivate the Cluster.

The importance of earth here reminds me of the Justice League two-parter Starcrossed, right down to the Cluster, which isn't there to destroy earth but to create a transit hub for the Empire which just involves the earth becoming uninhabitable, similar to the Thanigarian aims in that special.
It follows that their motive may be similar, they're fighting a war in which Earth is just a pawn, and we may see something more dangerous come by...
