On one hand, it's pretty ridiculous to say: "Lapis, you should just forgive the person who imprisoned and interrogated you." You don't just get over that. On the other hand, Lapis did steal the ocean and tried to drown Steven and Connie, and he's friends with her.

Did you miss how he just wanted Lapis to give her a chance? That's not outright forgiveness. That's the demand of effort to make a 2-way relationship start to work.
Besides, Steven also had to deal with the fallout from the Sardonyx incident, so he knows forgiveness doesn't come easy at all.
