I don't think Pink understands her commands are binding.
I thought commands were only actually binding for pearls.
Gems don't necessarily need a binding order when they're already prepared to follow what their leaders order,with Pearl it was different and it was something Pink had to issue as an order because even though Pink knows Pearl would never betray her she couldn't take chances

Don't ever question who you are." And since she was actually Pink Diamond, Garnet (not knowingly, but subconsciously) obeyed her command and did not ask any questions for nearly 6000 years.
But Ruby and Sapphire were under Blue Diamond, not Pink. She'd have no reign over them.

The thing about Spinel is that she was created for the sole purpose of making Pink happy
So when Pink suggested a new game of standing still and not moving until she gets back and smiled when Spinel agreed, Spinel was doomed. She wouldn’t do anything at that point to intentionally make Pink unhappy
Of course it’s up for debate how much Pink understood this. She may have thought Spinel would eventually get bored or anxious and leave or use the communicator
This isn’t like Pink left Spinel locked in a toy chest. There was a warp and there was a phone direct to the Diamonds.
Pink could be awfully self centered throughout her entire life but she rarely was intentionally cruel. Usually just oblivious to the impact and power she had because she felt like the kid Diamond not realizing that the kid Diamond is still a Diamond

The takeaway from the whole Pink thing for me was that she never actually cared about Spinel as a person and that alone is worth some scrutiny in my opinion.

Forever liveblogging the AvengersPink didn't really start seeing the lower class Gems as people with lives that matter until becoming Rose, meeting Garnet and her revelations about Pearl.
If Ruby and Pearl are any indication, the lowest class gems that are made specifically to serve don't see themselves as people with lives either. Several thousand years of betrayal traumatized Spinel into throwing that away.
Which, hey, means Pink was still helping Gems self actualize even when it was by being awful.

The earliest they seems to have possibly happened was meeting Garnet, as it changed the focus of her quest. But Greg made her realize she was still not acknowledging people around her when she should have been.

This song needs more love.To be precise, Greg made her realize that people could/should change and grow and relate to themselves and others in even greater ways than before - not just humans, but even Gems like herself.
Even as free beings fighting against Homeworld, none of the Crystal Gems really saw themselves as beings capable of change, just of being content as who they were forever - with them fighting because "who they were" wasn't congruent with who Homeworld said they should be.
Which could also factor into it. Pink would have assumed Spinel would be fine even if she was alone, because why would she ever change?

But re-hiring Nicki Minaj is, apparently, beyond their budget. Although there are probably many talented voice actors who can do a decent impression of her. Let's just hope it doesn't evolve into a "King Louie" case (i.e. the widow of Louis Prima sued Disney for Jim Cummings's King Louie impression).
