Prematurely launched pages and pages that weren't fully fleshed out at the point of launching, are a big problem. Since these usually share several problems at once, this thread is aimed at re-running them through the TLP for fixing - the usual fix - or cutting them if they are too bad.
Problems this thread deals with include bad names, not enough/bad examples, unclear description, etc.

Note: Please do not request a mod to unlaunch drafts that don't have any issues besides lacking a launch notice/24hr launch notice. While 24hr launch notices are mandatory, there are a few exceptions to the rule. If you see a draft's sponsor launch a TLP without an announcement, it's best to remind them of our TLP Guidelines first. If they continue to repeatedly launch drafts without a launch notice, you can report them on Ask The Tropers or the TLP Community Issues

Seems so. It got launched by someone who did not participate in the discussion. So, send back.
So many drafts had been rogue launched by non-participants, especially the one above, so it should be appropriate to start another.
Keep an eye on this draft
and Can't Count Bullets, there's been arguments over the title simultaneous with cries of "launch it". Also, I don't know how Can't Count Bullets exists as a finished page when its draft is still active and not marked as being launched.
Another TLP reform thread so soon would send the message that the last reform thread meant little to nothing. The current issues could potentially be solved by the previous reforms, but it doesn't look like any of them have been implemented.
Seriously, the only changes I can tell are (1) the name to TLP, (2) switching the display order of bombs-to-hats to hats-to-bombs, and (3) the implementation of a single TLP-specific "mod."
Where are the tags? Where is the third (neutral) option? Why haven't drafts factored in bombs to the hat count yet? Where are the bomb reasons?
There isn't much point in yet another reform thread when most of the discussed reforms haven't been implemented.

I personally think that new accounts should have TLP launch/discard privileges disabled for at least the first week they spend here.
"First week"? I'd make it "first six months" and only after being vetted for non-bot activity (i.e. they've participated in actual discussions with other contributors, whether on the forum, discussion pages, TLP, or other venues of troper—troper interactions).

Normally, a launch won't cross my radar unless it gets added to one of my watched pages. I'm sure that won't be the case for everything, but it is a possible factor for some of the uptick.

called Combat Lasso. I've put a note in the Combat Lasso section asking them to consider whether it's distinct enough from Knows the Ropes or needs to be merged (it could be a sub-trope of Knows the Ropes or it could be The Same, but More Specific).

While I don't think many of the launched pages need to be sent back, I do think it's worth mentioning that the pages need to be crosswicked.
