It WAS a retcon. He stated in the time-travel episode that he took up science because of the events of that episode, all to eventually make the girls.
It was okay.... but not enough to make me feel that they're back. It felt weird.
But I loved the new designs. I really did. They're cool.
But what bugged me was giving Blossom's special cool breath to Bubbles. Why couldn't they just make the same special move with Blossom having hte cool breath? Really, that was just dumb. Let's make Buttercup talk to squirrels next time?
I have to say, I hate the ice breath power shift to Bubbles, as it negates the major plot point of one of the real episodes, I hated Utonium's backstory retcon, and no, there's no sane way to fit it into the main Powerpuff Girls canon, and for the rest, meh, bleh, gleh, fweh. Miss Bellum looked pretty scary during that dance battle sequence.

Power Puff Girls had minimal continuity and an uncomplicated premise, what exactly does a reboot bring (besides the ability to piss people off who do not like change and would have been fine picking up where they left off because of that lack of continuity and premise)?
So new viewers may not know where the Rowdy Ruff Boys came from, or why one talks to squirrels but they would not need to. A lot of details were not given immediately if I remember correctly, as it relied very much on Rule of Funny and the basics were static(they never graduated from Kindergarten for instance). Reboots, are an overused trope if there ever was one. Forget copyright/trademark, we should let people ripoff "intellectual properties" as much as they want, maybe then the ensuing storm would defeat the concept of reboot forever.

Actually, I agree with you for the most part. For something like Powerpuff Girls, continuity isn't that important since it's mainly a comedy (and btw I never cared much for the Time Travel episode, I hate time paradoxes.) Still, if they do make a new series after this special, I hope they do fix the things I did complain about (the animation being too jerky, and Mojo being TOO stupid.) Otherwise I won't watch it (but won't necessarily hate on it either... I respect other people's tastes.)
Saw the marathon the other day. Basically my first time actually watching the series. Kinda fell in love with it.
Then saw the special the next day.
Pluses: Sounds like most of the original voice actors are back, that's always a plus.
Minuses: Aside from the weak ending and how the girls' design style doesn't really seem to match with everyone else's (admittedly true in the original series too, but seems exacerbated here)... the girls threw a tantrum in a store. I was... far from pleased about watching that. I normally do not like children. But I fell in love with the original series' Blossom, Bubbles, and Buttercup because they were better than children. They were... they were truly the perfect little girls. Also because they regularly engage in Family-Unfriendly Violence and I adore that. I really, really am loathe to come out and say They Changed It, Now It Sucks!, but... honestly, most of what I have to say can basically be summed up as that. If a series does come out of this... I'll probably give it a shot, in the faint hope that it can be saved.
Anyway, yesterday I went and watched The Movie of the original series, and somewhere between the adorable first part and the AWESOME-AS-FUCK last part, that horrid special was mostly put out of my mind.

I really can't find much to hate about the animation. Aside from it being too stiff or too abstract, there's not much to hate on it. I predict that there will be some messed-up TTG! and PPG crossover special because they want to mess with our childhood in the darkest way possible.

I thought it was meh. Overall disappointing. The idiotic origin retcon, the forced Beatles references with Ringo Starr's character, the distractingly jerky and rushed animation style, the terrible last 5 minutes...
The only saving grace was Bellum punishing the Mayor.
