Shards of the Exalted Dream has a variant ruleset called Burn Legend which was explicitly intended to emulate fighting games. (It's also a lot better balanced and easier to use than classical Exalted mechanics.) Reskin a few things and you'd be golden.

Wushu is a free, rules-light narrative game designed to allow for high-flying wire fu martial arts action. The more you describe your awesome moves, the more your dice pool grows. And the whole "kiddie gloves" mechanic of not being allowed to describe a killing blow until your opponent is out of Chi just screams "FINISH HIM!"

Does such a thing exist already? I know it'd be a fan-made thing if it did, but Mortal Kombat's setting absolutely screams "RPG SETTING" to me.
If it doesn't already exist,I'm thinking of using Cortex Plus, the system that Marvel Heroic Roleplaying uses. Any other systems that'd be good for it?
