Someone check to see if the dog video has any steganographic stuff in it. I only have a passing interest in steganography, so I don't know if anything is there, but I'll tell you right now that that distortion? Too orderly. It's not random, and it might have a message somehow.
I just noticed that the first plague doctor has a red cane. Not sure if that matters at all.
What's also strange is that there's a section recorded between 1st plague doctor and the 2nd one.
The second Plague Doctor tipped his hat.
Unless I'm mistaken, this is the first time any of these have shown any attention to those recording them.
I don't believe you're mistaken, though the Cerberus was looking at the person filming it.
Isn't cerberus supposed to have 3 heads, though? Maybe all of the fictional things have something wrong with them. What if that is the thing averagejoe is missing?

Okay, I only learned this thread existed from Admin's twitter (I rarely venture outside certain sections of the fora), and I'm pretty much in this as well. I'll be using this thread as my source of clues, since I don't have accounts on any of these things so this is the only place I'll be hearing about updates.
Back to speculation. What if the Admins aren't infighting, but are working together? There's the possibility that they sent Joe the letter, and are encouraging us to fly to his aid, for the purpose of creating a story. The "Echo Chamber Experiment" was noted as a partial success in Mind Screw, and they might be branching out in search of ways to remove the need for a camera since they've realised that Zack is beyond their control now.

Except that Cerberus isn't missing
◊ a head.
A retweet
of a tweet by "Dryunya" from The Faceless suggests looking at the video more closely, frame by frame. At 1:28, for example, one can make out the letter "e"
. I can also make out "y" at 1:31. Need to check it out more closely.
Dryunya's interpretation: "1:28 @ACleVer 1:32 yamand (mana?) 1:37 cookedBat (BaG?)"
Edit: There are a whole lot of letters hidden in the green distortion. If we want to verify the analysis, we need to find a way of looking at every frame individually, since they flash by way too fast. Hell, even with the video at 1/4 speed, it's impossible to read anything by clicking on play repeatedly.

I thought the Cerberus was sort of staring off into space, without really reacting to the person filming..
Giving in to the hivemind, I'm barging into the thread. Here's basically my Twitter post, outside of 140-char limit:
If you examine the green stuff at the WTF episode 4 (Cerberus video; I used MPC-HC to watch frame-by-frame) you find 3 sets of letters:
1:28 @AClever (the 'l' may be l, 1, I, or the vertical line)
1:32 yamand (the 'd' may be 'a', but probably isn't)
1:37 cookedBat (the 't' may be a capital 'G' - it has a pretty weird shape).
It was retweeted by mr. Administrator, so it's clearly important.
The @AClever twitter account belongs to some "Computer Science major, with a penchant for being downright bizarre", with the last post going back to 2010. I think it is safe to assume he's unrelated.
What are these letters? No idea. As I said, I thought the first set to be a twitter account (these are often designated by '@', and that's where Mr. A belongs), but I've also checked Youtube and TV Tropes. No matches. It may also be a phrase, but it makes no sense ("At a clever ya man d cooked bat"?). Maybe we should wait until something else pops up.
Also, somebody posted on Twitter that it may contain steganographic messages, but that would be way too hardcore, especially for an ARG without a large audience (the 4th WTF video still has under 300 views).
And, check out this guy: [1]

My hat's off to you sir.
I wonder if there may be any anagrams in there. It might explain the strange capitalisation.
I've decided to save you people the trouble, and post the letters as an image, in case I misinterpreted something.

It appears that yam is a vegetable. Then we can assemble the phrase as "@A Clever yam and cooked Bat". Makes somewhat more sense now (kind of food-related), but still doesn't seem to be getting us anywhere.

Thought of something.
Divide them by font and you get "@Averymadcat" and "CleanoOkedB".
First can be "A very mad cat", but the second is harder.
EDIT: And who do we have here
?

Well done, hivemind, you've totally solved this one.
And now, RL stuff has to interrupt me here. =(

UPD: That clever cat reads this thread. Tread carefully, The Fourth Wall Will Not Protect You.
He submitted the dog video as well, looks like. Or at least watched it.
Edit: Ninja'd
Edit edit: He could have been the one to make that strange cat video.
Edit edit edit: I don't think the twitter of CleanoOkedB is important other than being a dead end.
CONFIRMED!
>CleanoOkedB means one thing precisely, and that one thing is precisely nothing. The only thing that meant something brought you here.

But it was uploaded on Average Joe's account rather than submitted normally.
Someone should ask Joe about it.
EDIT:
Ah, well. I'm following the cat so let's see where it leads.
Also could be an anagram of "Cleaned Book".

And if you divide what's left after "A Very Mad Cat" by font size, you get two more:
"CleokdB" and "anoe"

I tried going to @cleanedbook, but there is no such twitter user, it seems.
I've actually asked the cat about it. We'll see what he might have to say.
Cleokd B doesn't exist...
BloCked has a twitter account but no tweets.

Um... it definitely is? The video description refers to the Cerberus video being from "I hate dogs" and the "OTHER" clip as the Plague Doctor one.
