Why invent a host-family story, as it wouldn't be plausible until he got to be a teenager? Maybe Fez's host father had an affair with a local woman in the country Fez is from and Fez only came to live with them recently, which explains how the story works
The road goes ever on. -TolkienGood question, but he doesn't have a accent (at least not a descernable one.) He sounds latin, but says he isn't latin to red. He might have Foreign accent syndrome brought on by emotional abuse.

@equaltocody: But what about the whole foreign exchange student thing? Wouldn't it be more plausible to say he was adopted and they were saving his soul? (No joke. There was this evangelical woman who wanted to adopt her American Indian grandchild to "save her soul.") Emotional abuse can cause Foreign Accent Syndrome? You learn something new every day.
