I like to keep my audience riveted.I was going to mention Muzzy mostly due to having always seen those commercials promoting it as a means for learning a second language. But then I realize meybe it won’t count due to it being popular with people who saw the commercials in the past (90s to early 2000s) and its not completely obscure given the TV Tropes page (not to mention that whole CGI remake that was released recently).
But than again this is about obscure cartoons, and I don’t think kids these days will know about that language learning cartoon.
I came across the original English cartoon on You Tube, and I have to say I really do like its format for teaching said language to foreign viewers and how it manages to integrate said lessons with the overall story without coming across weird/forced as it progress. Will try to find one in another language as a means to learn the basics and be able to understand a different language.

I dunno how I feel about PJ Sparkles as a whole, but it's certainly interesting.

I actually liked The Buzz On Maggie. I thought it was funny with good voice acting and the lead character's design is cute. It did terribly on Disney Chanel though (and it's rotten time slot didn't help.) I also liked Dave the Barbarian and Brandy and Mr. Whiskers and I don't think those were well received either.
When it comes to more adult cartoons, I absolutely loved Mission Hill and have some fondness for The Jellies.

Snookum and meats does have its moments, but I can understand why people label this as a 'ren and stimpy' clone.
I dived in to The Crumpets a month ago and fell in love with it, although I glanced at the show as early as few years ago. It also has a second season about its teenager characters from last year. I also published a couple of pages for the show.
The show is not about the food. The characters, including the members of the titular family, are very adorable, though I don't know if the idea of clown-nosed/otter-faced whatever (kind of like Oshawott and Dewott) people would fare well to others, though I don't recall seeing complaints. Despite its looks, it's not a very innocent show thanks to the adult/scary material filled in, probably as with some other French cartoons. There is a bigger viewership in French-speaking Europe to my knowledge, but even there's no signs of a fanbase found. The English dub for the first season (which includes some anime dub voice talents) probably aired only in Africa, but some episodes are officially on You Tube.

My Patreon. It is my life.More forgotten than obscure, but I've been binging on Conan the Adventurer on Hasbro's Roku page, it's actually pretty entertaining. Yeah, it's still G-Rated Conan, but there's some pretty good storytelling and action.
I just discovered Jane and the Dragon, which ran for 26 episodes but has over 650 stories on fanfiction.net, most of which are romance.

The Protomen enhanced my life.I don't know if it's terribly obscure, but it's old and peak 90s, and I watched the hell out of it as a tyke.
I'm talking, of course, about The Mighty Ducks. And this is in no small part due to this show being 90% of the reason I'm an Anaheim Ducks fan.

Well, a show that has both Tim Curry and the late Tony Jay always is interesting to watch. Is it bad that I have a thing for the main villain?

Now if only they would release the full length version of that theme song XP. I loved the Redwall TV series too, though I'm not sure how obscure the series was considering the books were pretty popular
Also, I don't know if any Teletoon watchers remember Princess Sissi. It was a German production that centered around a highly fictionalized retelling of the courtship of Emperor Franz Ferdinand and Elisabeth of Bavaria. I remember being oddly drawn to it every time it was on, possibly because it was serialized, unlike most kids' fare at the time, and an ongoing plot is pretty addicting when done right. From what I recall it was written and paced a lot like a soap opera, but aimed a child audience.
just don't tell the kiddies that the Princess had a horribly unhappy marriage, developed chronic depression and an eating disorder, and was stabbed to death by an anarchist :/
