Good luck with that, because I highly doubt you are going to find any. The main reason is because you ruled out historical and a lot of fantasy-themed games are created by westerners, for whom All Asians Are Alike. Therefore, you get exactly one faction that incorporates a mish-mash of Chinese and Japanese themes. Even in Singapore, Malaysia, Japan and the like where there are major concentrations of geeks, people tend to play Warhammer and other existing tabletop games rather than investing in homegrown properties. That's my experience at least. I think you might have better luck with RPG systems, but unfortunately an all-Asian wargame is not in the cards at the moment. Perhaps you could design your own, since there is a niche for it. Something like Legend Of The Five Rings perhaps?
That's what I was afraid of
. I actually did start writing up ideas for a game at about the same time I made this thread, but I was hoping someone had already made the kind of game I looking for so I could just get to playing that.
For the hypothetical game I'd make, I'm envisioning a pretty over the top world with clockwork karakuri samurai, and snow-camouflaged Sherpa assassins riding yetis. Does anyone have anyone pointers for developing a tabletop game? The fluff would be the easy part for me, and while I'm not the best artist, I could probably do concept art too. What I don't know anything about would be sculpting, and resources (like articles) on designing rulesets and units/armies would be a big help too. Thanks.

There's Bushido ( http://www.bushido-thegame.com/
) and there's soon to be Kensei from Zenit Miniatures (http://.zenitminiatures.es/en/
).
In addition to that, there's the now out-of-print Clan Wars - the miniatures game setin the Legends of the Five Rings setting.
Hell Dorado ( http://cipher-studios.com/category/helldorado/
) does only have a single Chinese-themed faction, but given that the others are Western Europeans, Middle Eastern Muslims, the demons of Hell and the free Lost Souls, I don't think it qualifies as an "otherwise traditional fantasy universe". The Immortals are basically a half-human, half-demon Imperial Chinese force.
Alternatively, if you can get hold of a copy of Warhammer Ancient Battles, it had a supplement, The Art of War, which covers Chinese armies from 2000BC to 280AD - The Shang, Zhou and Han Dynasties, the Warring States Period, Eastern Steppe Nomads, The Red Eyebrow Rebels, The Yellow Scarves Religious Cultists and The Three Kingdoms. The Armies of Antiquity supplement featured several army lists (although not to the same level of detail as the later, period-specific books), one of which was a Samurai army list. The Warhammer Historical books are out of print now, but they shouldn't be too hard to get second-hand. It's based on Warhammer Fantasy battles 5th edition, so if you have a copy of that game, it shouldn't be too hard to re-incorporate some of the fantasy elements if you want to.
There are a few generic miniatures rules out there which you could adapt to a setting of your choice. I'm not as familiar with fantasy games as with sci fi, but one popular game is Song of Blades and Heroes from Ganesha Games.

Me and my friend's collaborative webcomic: Forged Men

I was wondering if anyone knew of any miniature wargames set in fantasy universes based on Asian cultures. I'm not interested in an actual historical game, but a fantasy one with magic and monsters - think Avatar: The Last Airbender. I'm not just talking about one or two armies in an otherwise traditional fantasy universe, but all the armies are Asian influenced; mongols fighting ninjas fighting shaolin monks, with a dragon or a sorcerer thrown in.
All this came up because I was looking at various wargames to pick up, and while the sci-fi games seem pretty varied, I'm more of a fantasy guy, and all the fantasy games seem either Tolkien inspired, or set in a Gothic or Lovecraftian horror dark fantasy world. To be fair some of these games get pretty far away from generic, like Warmachine/Hordes, but they can't escape their Tolkien DNA and are very western centric in terms of setting. It's not that I don't think knights and elves are cool and all, but I'm pretty burned out on traditional fantasy and as an Asian dude sometimes I want to lead an Asian army.
