I believe it's an old White Wolf product running mainly on really, really dark comedy. It's got very, very few references on the site, of which the most detailed I've found is on this page.
Oh wow...hadn't thought about this game in ages. Kind of surprised it doesn't have a Tropes page yet. Oh, and it was actually a creation independent of White Wolf; they just published it. Under the Black Dog label, no less, and for a good reason.
For the tl;dr crowd, it's a huge parody of roleplaying games in general. The main feature is it was handwritten over several late nights at IHOP, and was printed pretty much as it appeared on the napkins, etc. It's very tongue in cheek, and almost impossible to play as a game (almost...I do know one person who has managed somehow), but it's a pretty amusing read. Especially the Chart Chart.
I've still got my old copy; that and the supplement Buttery Wholesomeness. If someone wants to start a page, I'd be glad to help, though I am going on vacation next week, so my assistance will be a bit sporadic for a while.

I love this game. Unfortunately, tvtropes doesn't have an article on it, yet. If you know of this game, have read it or played it, I'd like to get the page started. Any takers?
