The Evil Entity, He manages to kill a like 95% of the core recurring characters in the finale. Bill simply turn the recurring characters into stone which was easily reversible.

I was thinking about that and I'm 75% certain that he's going to make a cameo in Rick and Morty.
When I saw Blendin' vanishing away I had the strange thought he'd somehow go to the past in an attempt to Set Right What Once Went Wrong, and in the process he'd become Time Baby, and with this future knowledge he'd travel to after Time Baby's (or his own) demise and go Big Damn Heroes in the finale and it'd all end with the promised Time Baby vs Bill Cipher showdown.

He could have a multi-stage battle: First: He could trick and possess one of the main characters (Riku and Terra have a history of this) and Sora, Donald, and Goofy have to knock them out. Second: They enter the possessed character's mind and fight him in his usual yellow form Third: He transforms into his red form from the finale.

This song needs more love.I see him as a being contacted by the villains so that he can help them obtain hidden knowledge. Maybe Sora and co. fight him, maybe they don't - the Keyblade might have better luck against him than conventional weapons, or maybe they'd defeat him the same way they do in the show. Namine might be of use here if she had a more active role in the plot (and depending on how III ends, she could - I certainly like to envision her having one, as I consider to have a ton of potential as a character, which I'm not sure has been fully tapped into), or maybe using her powers would allow Bill to possess her somehow.
Would he be interested in Sora and co.? Possibly, possibly not. He might just consider them dumb kids/talking animals, but the Keyblade is a powerful weapon, and it might give him pause, or might even be something he could work into his own schemes.
If we did II style plot with Gravity Falls, we could have the first visit be dealing with Gideon and maybe some other villains cooperating with him, and have them summon Bill for help with their plans, while the second visit could deal with Weirdmageddon, although how that would be implemented might change depending on how Ford gets involved in that version.
Incidentally, while a visit to Gravity Falls would be a lot of fun, having the Mystery Shack being transplanted to Twilight Town (maybe because of the Heartless, maybe some spell Dipper found in the Journal went wrong, maybe both - I could easily see Ford learning about the Heartless and figuring out a way to shift the Shack into another dimension if they attacked). Imagine Dipper hearing about the Seven Wonders of Twilight Town and getting really excited, only to find crushing disappointment when he realizes they're all BS. And you might have fun introducing an actual mystery plot into the mix...maybe involving the Digital Twilight Town?
