After a 26-3-1* decision, the Senate voted to allocate resources towards improving the infrastructure of the states, the focus on infrastructure, streamlining a few procedures to prevent bureaucratic obstruction on projects, and giving a small amount of funds to cities to start their own minor, inexperienced, and mainly volunteer-driven, law enforcement agencies by paying for the necessary swords and muskets. Additionally, after a 21-1-8 vote, and a signature by President Darnell Aurelius, the Expansion Bill was passed, in an attempt to add minor neighboring provinces to the Collective.

In one of the first truly stable years following the collapse of the Second Roman Empire, the Atlantazonians were quick to act upon the newfound peace and potential prosperity. Under the leadership of his majesty King Robert the Second, with the full consent of the Governing Council, the Kingdom quickly backed two expansion efforts aimed and increasing its territory, and sent military forces with these efforts in order to ensure that their claims to the territory selected would not be easily disputed, especially by the nearby people of Standast. Upon their arrival, the Settlers would name one after their homeland and the other after King Robert's Queen, Catherine.
Meanwhile, at home, the Kingdom poured much of its available power into both increasing its Industrial capabilities and giving a portion of its military a unique identity through efforts to found the first Atlantazon Royal Guard units - which in addition to providing the territory with an increased source of protection against any would-be early aggressors would provide the military and the citizenry with a source to be proud of.

- Purpose: Elite Defense Unit - Primary Objective is the defense of the Monarch, members of the ruling council, and other government VI Ps (the High Priest, members of the military's High Command, etc), and protection of critical government structures, including rescue of such individuals if they kidnapped or taken prisoner or re-taking said buildings if they are occupied by enemy forces. Secondary Objective is, in times of war, to be the last line of defense against opposing forces on national soil and providing counter-attacks against invading armies.
- Armament: Primary Weapon is a 'Benobak Rifle', which is a standard military-grade rifle with a short sword sheathed into the stock - in close combat, the stock can come off to reveal the blade and let the gun function as a short pole-arm. Secondary weapons are a military-grade flintlock revolver and a combat knife.
- Size: A full battalion consists of 4 250-man units.
- In each Unit, 150 of these individuals are combat personnel that can be further broken up into ten 15-man squads as needed for smaller missions or to protect smaller groups of individuals, which can then be further broken down into three 5-man teams if needed. The other 100 are Unit Support, Command, and Control, including an individual Command Staff, Support personnel, and other various supply individuals that would normally be provided by an individual supply battalion.

General Filitov inspected the budget that the Senate would be passing shortly, and nodded in approval. As he had suggested to the Senators (in private, of course), it was balanced and ensured that the new nation of Aquileon would not operate at a deficit. He composed a letter to the head of the Senate, informing him that the bill had his approval. After that, he put together a set of orders for Aquileon National Intelligence.

As soon as the finances for the plan had been approved, all units of the Aquileon Army underwent basic training, reforming them from farmers carrying guns and turning them into proper soldiers. At the same time, an officer corps was being created for them to ensure the proper direction of the forces.
Meanwhile, certain respected scientists were approached by the government and provided with funds to direct toward the improvement of existing rocket technology.

Eager colonists, supported by the government and private companies in their endeavors, set out to make new homes in the provinces adjacent to Aquileon (Provinces 2 and 4). They named their prospective homes Bern and Petragrad, respectively.

As the fall died down, and the peacekeeping policies formed to keep the nation intact became no longer neccessary, defensive policy gave way to wide-spread favour of expansionism. The house of representatives passed an initiative to spread the influence of their government beyond its current borders. They engaged in diplomacy with other cities and states, offering protection, education and representation in government in exchange for their allegiance to Brennesvolk.
The next business of the government was improving the flow of economy, knowledge and commerce between Brennesvolk and the new states. Bills were passed to improve civil infrastructure and help the new colonies grow. Brennesvolk's many universities were employed to develop a quick effective means of communication for long distances. To strengthen their hold on the territory, the officer acadamies of Brennesvolk where improved, providing the officer corps of the army the same high standards of wise performance as its universities. The colonies where newly named Ovatveld(15) and Ardsfont(16).
For the time being, Brennesvolk's succession of the Ossumhiersch empire was going smoothly.

A prominent member of the Ossenland Diet put forth an idea of a national school system today, a motion met with some support. Debate is going on as to the necessary funding.
The Prince ordered the commissioning fo a new shipyard in Ossenland, selling the idea to the Diet by including an overhaul to the basic structure of the civil ports and trade stations.
A commision was made to investigating the suitibility of the terrritories immediately surrounding Ossenland (Imperial Designation zones 22 and 24) for colonization. Diplomatic envoys were dispatched to make contact with the locals, with authorization to make promises of trade stations and military protection.

While the rest of the world worked away it's scheming and it's plotting, the government of Standast simply watched with mild displeasure and a good deal of apathy. That opinion was shared by it's apathetic population who had voted an apathetic government in, so it all worked out into one giant cycle of apathy to outsiders.
The containment was met with a shrug from the government; Standast had little need for expansion right now. Why should they deal with barbarians and untamed land? Everything they needed was right here. When the time came they would take more lands, but until then, they simply did not need to bother.
Something the government did bother was instituting civil policies; while whale hunting had long been moderated by the people, with the increased demand for whale oil that may change, so laws on the hunting of the creatures were instituted to keep them safe.
Seeing that there would be in the near future a need to protect themselves from neighbors (this 'Holy Empire' had already landlocked them), some funding was bushed towards the institution of more professional soldiers and police forces. As well, some funding was shipped to the research of lighter than air travel, for of that style of travel.

The collapse of the Second Roman Empire opened a new chapter in history, smashing the already-fragile semblance of peace that the Empire has maintained, refusing to declare its provinces in rebellion even until the Empire itself was no more. With the end of a unified government across the continent, a host of successor states attempted to take the place of the Roman Empire. Few, however, managed to survive intra-provincial strife and become capable of extending their power across the continent. The most notable were:
The Xarkan Collective. A republican alliance of ten states within the province of Xarkan. Their democratic state was born of a large trend of urbanization and industrial power.
The Holy Kingdom of Atlantazon: A theocratic monarchy which had, in the years of the Empire, provided some of the most dedicated civil servants in the bureaucracy.
The Free Principality of Ossenland: Infamous for its rebelliousness, Ossenland seemed to be oddly willing to accept a local monarch (perhaps this was because they felt they could overthrow him if they disliked him.
Brennesvolk: The intellectual center of the Empire was eager to experiment with a more democratic form of government when it found itself free, and to spread that democracy to other nations.
The Grand Duchy of Laurette: The Grand Duchy was one of the most stable provinces during and after the Empire’s collapse, primarily because the Duchess Penelope de Argent had ensured her people’s loyalty to her. She, in turn, had long answered to the capital, and had provided a significant portion of the Imperial Army. This mostly consisted of defenses against sea invasion and the troops to garrison them.
Standast: This remote province was entirely unremarkable, except perhaps for its exotic and complex mythology, love of lighter-than-air navigation, and willingness to shed blood in petty matters.
Aquileon: Previously the center of the Empire’s internal security apparatus, Aquileon stayed organized primarily due to the network of spies that had so thoroughly interwoven itself into the mesh of everyday life. The head of the Empire’s internal security, one General Sergei Filitov, recognized that the likelihood of his power surviving the anarchy resulting from the Empire’s collapse was connected to how quickly a new government (one amenable to his ideas) could be installed, and so he used his influence to assemble a Senate and executive office of President, all occupied by people amenable to his suggestions.
