The looks are a bit stereotypical for a villain and villainous child-stealers are WAYY overdone, so I'd say no.

Good villain, but in an extremely lame setting. Even a Psycho for Hire can't do much when he needs tracks to move.

Punchclock Description is quite good description, but obliviousness isn't.
