@ Upgrades: Alright, after talking it over with Sabre, upgrades for provinces and national agencies will take L*2 days, where L is current level. Upkeep will be 1/3 of full cost.
@ SJ: They'd be handled the same as any unit whose training and equipment have been upgraded, just with a special name.

(It was specifically stated vehicles do, but not for training upgrades) I would think they should have a build time and upkeep similar to Civil projects and vehicles. Otherwise they'd either be to expensive (if need to constantly allocate the upgrade cost), or there would be no drawback to upgrading everything as much as possible.
As for a upkeep cost I'm thinking that 1/28 the spent IP on a battalion. I got the number from what a fully upgraded army costs in a large province (20 battalions * 140(Full Training/Equip+Wagon), and divided it up so that the cost would need to come in at 100 IP total, on the rationale that super awesome army would eat the entire MIP, and cut into the civilian production power.
