I've just flagged Way of the Samurai 4 for P5 review. This is just about one scene and one character, but...that one character should not be in that one scene. The character is Laura Rita
, the fourteen-year-old British ambassador. (The link gives a picture of the character.) The scene is...the Hot Coffee Minigame.
If the P5 need to see the scene in question for yourselves, you can look up "way of the samurai 4 laura nightcrawl" on Youtube. (Spoilered out of common decency. Not Safe for Work, TW: Lolicon, have copious quantities of your favorite Brain Bleach handy.) If you'd rather Take Our Word for It, then my word is that the scene does not meet our standards (and the designers clearly knew exactly what they were doing).
It's a pity, because the game is otherwise quite entertaining (I wouldn't quite call it good, but it's addictively bad).
Regardless, this isn't the channel for that. Take it to the page's discussion.

Looked up the video and from what I'm seeing it doesn't actually show anything and seems like the game treats it as an immoral decision and punishes you with the bit about the other dude hiding in her bed to kick your ass. Her character also model doesn't seem to telegraph her age and looks like a grown woman to any reasonable outside observer despite what bio info states so it's not really pedo-pandering.
That coupled with the fact it's a mainstream console game with a 15+ rating kind of makes me call exaggeration and that this really isn't a P5 issue.

EDIT: Looking into Gokujou Drops. There's sex and bare breasts, but also a plot and nothing to the level of hentai, but it's more graphic than something like Love Hina.

For the record, the ESRB rating is M, per http://www.esrb.org/ratings/Synopsis.aspx?Certificate=100472&Title=Way+of+the+Samurai+4
So it definitely doesn't get an automatic pass or fail by its rating. It doesn't fall under the pay grade exemption.
I don't think this violates the guidelines. It's a bit skeevy, but the sex itself is implied, and it's difficult to actually get it in the game. Furthermore, even countries which are stricter on potentially harmful depictions of minors in sexual situations, such as Australia, are okay with the game (they gave it an MA15+ on account of strong violence and simulated gambling).

Could someone look at VideoGame.The Last Sovereign again? It's been staying at a single angel head for almost two years now. The game recently was put on Steam as early access, which will probably increase exposure. Previous discussions:

Re: The Last Sovereign, Discar told us the arguments for keep, what are the arguments for cut? I’m curious to see if anything changed for that Steam release, as well.
Valve recently changed their rules to basically allow anything that's not flat out illegal or trolling/scamming as long as pornographic titles are properly flagged and don't involve underage characters.
So being released on Steam doesn't exclude a work from being evaluated.

Steam has user tags for adult content, and some games are age-gated, but neither of those automatically means they violate our content policy. On the other hand, Steam allowing publication of "porn" games does not mean we should give them a pass. For example, I'm somewhat surprised that we have an article for House Party, but I suppose it technically has a plot.
