Troper phoenixyfriend just removed Chunin Exam Day from the recs page citing "Chunin Exam Day violates the content policy due to multiple underage sex scenes (AKA - the guidelines referring to no stories with intercourse between characters under the age of 16 being allowed as recs)".
To my knowledge the fic passed the board's test a while ago. Has something changed since then? If so take it back down, but I'd figure I'd bring it to your attention.

The guidelines do not say "no intercourse with characters under 16". They do say "no explicit/graphical intercourse between adults and minors", "no explicit/graphical intercourse between teens", and "no intercourse whatsoever between preteens".
The proper response to concern about a work meeting these guidelines is to flag it for review, not delete it arbitrarily. If it's already been reviewed and passed, then it does not get brought up again. I'm going to take a look at that article history.
Well, since it was restored, I see no need to act further, unless that troper tries to delete it again.

But isn't Fanfic Recommendations supposed to represent the views of the individual writing the recommendation, not TV Tropes as a whole?

If it's not explicit enough to be considered porn, then it seems fine. Implied or offscreen sex between teenagers is not proscribed under any of our rules.

We have forum threads for more individual stuff, and if there's overwhelming consensus that a fic doesn't meet our quality standards, it gets booted.

What's precedent ever done for us?- This thread is not for discussing the purpose of fanfic recs.
- Questions about fanfic recs and 16+ fall under the purpose of the thread in Projects about lewdness cleanup, since we cleared the work in the 5P discussions.
In a nutshell, we cleared the work through P5. Therefore its appropriateness for fanfic recs goes in another thread. Done.

I think that page was probably flagged by someone who wasn't familiar with the policy and took "content violation" in a general sense, as the page was created by the persistent Mass Effect troll.
