No surprises there: manga is classified as seinen (again, That Other Wiki, take with pinch of salt, you know the drill), anime - not really stated outright. Also, same character designer as Strike Witches, which probably explains certain questionable aesthetic decisions.

For context, it ran in Magazine Z which also ran Wolfs Rain, FLCL, and Le Portrait De Petite Cossette.

On a more serious note, judging from what our page says, the anime is less servicey than the OVA. Can't find the manga, which is probably significantly less well-known. For the sake of your sanity, review the anime first.

Coffee done, beginning review. Starting with ep. 1. Planning on looking at 1, 8, 22, and the OVA.
Update the first. Oh, hai, JC Staff. That's what was missing in my life. A shortage of you guys. On a more serious note, that OP really isn't doing this show any favors with those rather suspect camera angles. At least Strike Witches had some characters that didn't look like little girls.
Update the second: A rather blatant closeup shot of the girl in her bra. Assuming the Strike Witches/Sky Girls comparison is accurate, the show so far has not been doing itself any favors.
Update the third: the latter half of ep. 1 was not as bad. Nothing really to report until the ED, featuring some suspect stills of the cast.
Actually, that's almost exactly one of the stills in the ED, only minus one of those girls.

Update the first: The one female in the cast who doesn't look like a little girl doesn't want to go to the hot spring. This don't exactly bode well.
@Lu: Does it matter? There seems to be quite a lot of gratuitous ass shots from the cast in the show (including the ED as noted above)

Yeah, it looks like official art to me. Most fanart doesn't really look like that. The question is whether the whole series like that.
Other pictures in that gallery show the girls have breasts, so it's probably not all pedobait. They don't look very old though. Perhaps a stylization issue?

Update the second: Damn you, Sky Girls, for giving me hope that the hot spring scene wouldn't happen, then shooting that hope down. Not as bad as it could have been, but still not clean. Lot of strategically-placed branches and arms but no Censor Steam. The entire scene was crammed into the last 2 min, to its credit. Still straight-up fanservice, though. On to ep. 22.
Allegedly 15-17, but they sure as hell don't look it.

Christmas episode, this time. Since ep. 8, they have added two new girls to the cast. One of whom looks and acts like a grade schooler.
Update the final: Minimal fanservice. This seemed like more of a plot-heavy episode.
@Animeg: Yes, though again, plot-heavy episode. Fanservice was deliberately kept to a minimum.
On that note, I should probably take a look at a less plot-heavy episode to verify whether or not she's used for fanservice. That girl is the only one who nobody can argue looks way too young. That will probably be the deciding factor, since this series is a definite edge case (at best) as far as pedopandering goes.
