I don't think it's a good idea, personally.
The only solution I can come up with is to make a Special Efforts thread for post-TRS clean up, and move all work from stalled starred threads over to there. Hopefully, we can get a few masochistic volunteers to devote time to them.
Either that, or we have to leave them open and allow no new TRS threads until they are cleaned up.

Given that I am the person who is responsible for the clocking of many threads recently in TRS, I have to say that usually I try to avoid requesting clocks on threads that have only scutwork to do, but it's hit and miss sometimes.
About the stalled threads, I don't think there is a good solution. My idea of the problem is that:
- It takes forever to execute a job, and there are many of them
- Non-forum goers can't help (unlike namespace migration)
- It's often unclear what exactly has to be done.
About ccoa's proposals, #1 has already been proposed but the discussion petered out somewhat. #2 will only work if the answer to the question "So, this page seems to have problems but I would have to clean up 7000 wicks to get the TRS slot. Should I take this job or just not bother?" is the first one.

And we need to address my point about ccoa's second idea before we can implement the changes described
. Not to mention that it would mean that other issues would stay unfixed for ages and probably get worse in the meantime.

Suppose some troper brings up a valid issue with a page. This issue is then discussed on TRS for a few weeks, a crowner is made and voted on. Consensus is reached, and the thread is given a star.
And then the thread is clocked and locked, discarding the lengthy discussion and consensus, and without resolving the problem.
Do people think this is a good idea? Because it's happening on TRS. While technically it reduces the backlog, in practice it just lets work go to waste. I don't think it's a good idea to archive starred threads until the work is done. If people jump to new discussions rather than fix the outcome of older discussions, then yes we have a problem, but this is not the solution.
