They consistently treat him as this figure who, while clearly a destroyer, is just an antagonist because of his job as opposed to a villain. I disagree that he's not a villain in the time where he was in antagonist role as he wasn't doing his job as a destroyer, he was abusing his position.

@ slim: Definitely wasn't Dameon Clarke. Could've possibly been Travis Willingham (who voiced Cell in a bunch of video games between Budokai Tenkaichi 3 and Xenoverse), but it didn't quite sound like him either.
