At first, I think that you could argue that Naruto was indeed Sasuke's best friend given how they interacted pre-Time Skip, but given how Shippuden shows how prominent and closer to Naruto other characters like Shikamaru and Gaara are, Sasuke's whole vengeance and insanity problems, and all these flashbacks showing Naruto indeed hung out more substantially with other members of the Rookie 9 not named Sasuke, and the light their "friendship" is shown in really makes you wonder what kind of lens Kishimoto is viewing them through.

That is indeed true.
They were actually friends though when they were kids. They did hang out & genuinely enjoy each other's company before Bakugo developed his ego & superiority complex which ruined the friendship.
