The important thing to remember about Toonami is their target audience has always been the casual viewer, not the hardcore anime fan. On paper Black Clover was always a safe and easy choice for the block so I doubt there was actually any coercion to necessary to get them to air it. The hardcore fans may hate it for having all the worst tropes they hate in shonen, but the network doesn't care about that. What they want is stability, and Black Clover can provide that.
In general people need to stop thinking of these pick ups as "Toonami choose to air X instead of Y" and more "Toonami picked X from the list of dubs that they could actually obtain the license to, and fits the tone of the block."

Doesn't make it any less disappointing that certain series we'd all love to see on the block aren't (or can't be) picked up, of course, but that's the right way of looking at it.
It's not like Toonami has this phenomenally large budget these days, even roughly 5 and a half years after the block rose from the ashes. It's definitely more than when Toonami first relaunched, but licensing costs are always going to be an issue to some extent where certain shows are concerned, and doubly so when you've got competition in form of Crunchyroll, Hulu, etc.
