Toonami has always thrived on long runners though so I don't worry about "stagnation." That and, on the flip side, you could argue that constantly rotating the lineup and having to frequently license new short runners is too unpredictable.
They don't have the budget to constantly rotate out shows once they've completed their runs and we saw what the block looked like running almost entirely on complete reruns.

Really, I'd be okay with the longrunners if they got rid of Shippuden and One Piece. Naruto's pretty much Deader Than Disco at this point, and while I have nothing against One Piece, it airing once a week is doing it no favors.
But would it be worthwhile to put Brand Spanking New shows at such a late hour?I agree with Naruto Shippuden being dead now but Who is One Piece harming? Its at such a late time that it would be meaningless to air new stuff in its timeslot.

As long as this flower is in my heart. My Strength will flow without end.I will admit though, after watching higher quality adaptations of shonen like Hunter X Hunter and My Hero Academia, it's hard for me to go back and watch what Studio Pierrot did to Shippuden. It's like the original DBZ, far too much filler and padding, and that doesn't even touch the series' decline following the Pain arc.

Shippuden's slot would be the perfect place to air HD Bebop, which they never actually finished. It'd also free up another slot for reruns, or even double up on Kai.
One thing to keep in mind in regards to the new longrunners is that they can easily be switched out for newer shows once they catch up to all the dubbed episodes. Jo Jo's especially can easily be rotated out after Battle Tendency ends, and I doubt the HxH dub is complete just yet.
So with JJBA's structure, the slot can easily go Phantom Blood & Battle Tendency > new show > Stardust Crusaders > new show > Diamond is Unbreakable > new show, etc.
Dragon Ball Z was no where near as bad about filler as Naruto! Last year there were 8 slow paced canon episodes and the rest was flashbacks or dreams.
Yeah pierrot's adaptation of naruto is honestly awful imo. The manga is alright but the anime is so full of padding and Off-Model frames that i see no reason to bother.
Krillin's got some apologies to make, too. Though he has a slightly better excuse than Vegeta.

Gundam has/will have aired enough episodes for a marathon, wouldn't be a bad idea.
