They're both bad in their own regard. One Piece has become a miserable experience to watch weekly because Toei still follows the old archaic model of adapting shonen, and they'd never let one of their gravy trains end to give Oda space to create more manga.
Root A is just some hot garbage though.
It's definitely good, especially since Saturday Nights tend to be the worst nights ratings wise.
For comparison, Space Dandy, Attack on Titan, and One Punch Man all debuted with slightly less viewers. The only show that debuted strong was Akame ga Kill of all things, but it also had the benefit of following DBZ Kai pulling the best ratings ever (2mil viewers) since the block has returned.
The big thing is going to be retention though.

Toonami uploaded a "History of" video to their Facebook page yesterday.
It's a bit long at over 17 minutes, but definitely worth a look for any Toonami faithful out there.
Aku doing his morning calisthenics with a "Why do I even bother anymore?" face feels rather... surreal.

"Just wants a friend but had to give up his ding dong for it, tragic." - AngelLightStarBetween Jack's sweet armor, his tricked-out motorbike with the weapon compartments, and the vehicle that the Daughters of Aku are riding in, this episode makes for a nice parallel to Jack's battle against the beetle drone army in the original three-parter.
