Well at least in the anime, Cell only explicitly powers up to full against SSJ 2 Gohan. So is that in the manga?
It means that, up to that point, he was working with... I dunno, some percentage of his maximum. Yet he was still confident it was enough to beat everyone there.
I still think that when Gohan says he's at half power, he means it, he just doesn't know that his half power might still be enough to beat Cell.
And hell, it might not be. I think Super Perfect Cell is a little above Super Saiyan Gohan, but the distraction Vegeta provided was enough to make up for the difference.
If Gohan had been at full strength, the fight would've been incredibly one sided.
Also, Pushover, let's see if you finally understand this:
50% energy is 50% power. At 50% energy, half his ki has been depleted, and you know what makes them stronger, faster and more durable? their ki. At half ki, they're half as strong, half as fast and half as durable.
When the fighting games separate health and ki, they're doing it wrong, because they're one and the same. There's been, IIRC, one fighting game that got it right.

himitsu keisatsu seifu chokuzoku kokka hoanbu na no da himitsu keisatsu yami ni magireru supai katsudou torishimariGohan was at half power... because he was holding back. Goku says this. We see him add more power to the Kamehameha when it overwhelms Cell.
Piccolo also makes it clear that half of Gohan's power does not measure up to Cell at that point.
Then it's extremely likely that full power Cell was stronger than Super Saiyan Gohan, and his zenkai power up should be pretty big. So I don't see him being around Super Saiyan Gohan after that.
I think people are putting way too much stock into a single line which is contradicted immediately after.
"Much higher" is relative, though.
After having his potential unlocked, Krillin's power was much higher than what he arrived on Namek with. It shortened the gap between him and Frieza.
Said gap, however, remained insurmountable. In Dragon Ball, it is entirely possible for a character's power to increase 5, 10, even 100x and still not measure up.

And as Kami has shown, he should still possess his power even in death. Now, the Guardian's duty is to ferry souls between the planet and the Other World, right? So why didn't Guru do that to Krillin then restore his body?

Yeah. It's entirely possible that SPC putting up such a fight against Gohan was a combination of him genuinely being stronger, Gohan being injured, and Gohan also having lost a lot of confidence in himself when he got his dad killed, even if he was acting like he could still do right.
He would have been weaker due to no Nail and much lower base power but he should have been stronger than Freeza if Guru is right.

Stronger than Goku yes, it's never made clear if he surpassed Gohan with his full power because Gohan didn't fight. We know the level he fought Goku with was inferior to Super Saiyan Gohan though.
I think his full power was stronger, otherwise he had no reason to try and draw out Gohan's hidden power.
