Though what Goku lacked in tricks, he made up with ingenuity, often being able to copy or counter Roshi mere moments after seeing said trick the latter pulled out.

Although while we're on the topic of power levels, General Blue has always perplexed me. He's superhumanly strong certainly but I wasn't sure if the fact he could apparently hurt Krillin and Goku was due to his paralysis power
I'm pretty sure it's been stated that Mr. Satan is the strongest normie. He won his tournaments legitimately, it's just that all the superhumans like Krillin, Goku, Roshi, and Tien, who could've wiped the floor with him, were off doing other things.
However, I don't doubt that learning to master Ki probably gave Videl a nice power boost.

I don't know. If Super is any indication, she's undergone Toriyama Stay in the Kitchen-ifcation.
I mean, I like the idea that she's go for the same training with Korrin and Dende—in place of Kami— that the other humans did, but it looks like she's just being normal now.

It's something she's familiar with and seemingly likes and enjoys.
She's allowed to like other things in addition to that, though.
...Funnily enough, I think she and Gohan might be a little jealous of each other on some level. The way Gohan kinda wants to be 'normal', the way Videl wants to be strong.
I mean, I can buy Videl getting along reasonably well with Vegeta or Goku because there are aspects of her temperament that are vaguely Saiyan-ish.
She and Gohan met because she refused to countenance the idea of someone being stronger than her.
She's basically Vegeta in a slashfic.

Like I said, Dragon Ball and Dragon Ball Z can almost be in a different universe sometimes.
Dragon Ball is a World of Badass where bullets are useless, trained martial artists can blow up the moon, and even the rules of physics operates on gag logic.
By the Cell Saga, and even before that, it had been dropped to make way for a more 'realistic' approach to power. Most humans were completely weak, and ki control was behind why the members of the cast had been able to go past human limitations. Being a trained martial artist no longer made you bulletproof. Perhaps some humans had the potential to be strong, but they didn't have anyone to learn ki from.
While they are the same series, it's really hard to place Mr. Satan and Videl in the same universe as the old Tenkaichi Budokai contestants. The rules of the DB universe had just changed so much during that time.

She gets methodically tortured in a scene played for brutality. So I guess comic relief isn't genetic.
The reason Roshi entered was to test the mettle of his students and let them prove themselves, as well as teach them a small lesson about there always being someone stronger and there always being more to learn.
He didn't think as little of them as you're implying.

Well, that was after tossing a moon killing Kamehameha.
I still say they were maybe about equal, but it's possible that Goku was a little stronger and Roshi made up for that gap with pure skill and experience.
At the lest, if they were both tired, I can picture Goku having a bit more left in the tank.
One Strip! One Strip!Grandpa Gohan was an old man without the benefit of the Fountain of Youth to reinvigorate him. He also survived at least one Oozaru incident, which is no small feat, so I'm not sure where you're getting that he would have to be far below 100. He has, at the very least, a 1:1 W/L record with Goku's Oozaru.
