Because, as strong as Gohan is, the plot won't let him do anything really useful.
It's about Goku and Vegeta, so they are the ones who accomplish something.
So yeah, Gohan kinda is useless. It's sad, but that's how it is.

But, yeah. The only reason why Gohan doesn't do anything is the writers don't let him. The whole "he got weaker after Cell because he didn't train" was supposed to make him more compelling as a character. Because, by the end, he was going to make up for that.
Now people use the "he got weaker because he didn't train" without any way of trying to build him up again.

The *Legendary* Super Saiyan is motivated by a crying infant! He is a literal giant f***ing baby!DBH commercial, which shows off Ultra Rare and Team-Up cards.
Interesting thing to note from this: SSJ3 Adult Gohan's attack is an ultra powerful (and purple) Masenko, Towa's attack seems to be a combination of Time Bullet and Energy Zone, and last but not least, there's a 3-way team-attack between Great Namek King Piccolo, Ma Junior and Lord Slug.

Another thing, looking close at the cards, you can team up SSJ3 Time Patrol Trunks with the Avatar and Beerus (I don't know why) and Towa can team up with Mira and... Dabura, who doesn't have the Majin crest. I guess the commercial kinda spoiled one of the secret cards.

As I've said before, I like the idea that the Tuffles represent a 1. They invented the scouter, and were significantly smaller than regular humans plus pretty weak.
That might still seem too low but Gohan's 1 could still be stronger than a human toddler. As much as they say that level is pathetic there isn't anything that says he's only as strong as a normal human toddler would be.

He kind of jobs a lot in Piccolo's clothes, too. Movie 9 was probably his best showing, Goku's clothes there.
Although, in Goku vs Piccolo, I'd have to say I'd prefer to see him in his own clothes, like his early Boo arc gi or his "serious" Great Saiyaman clothes. Piccolo's outfit does look good with Super Saiyan 3's hair, though.

Yeah. I prefer it when Gohan has his own outfit. It says a lot that he was wearing other people's clothes until the Buu Saga....and then he promptly went back to wearing other people's clothes.
Say what you want about him in Super, but I kinda like that he was fighting in a suit and tie.

The real world actually does have some pretty good analogies to that; you just have to take them really far. It would be like ten unarmed toddlers bum rushing John Cena (DA DADA DAAA), or a bunch of small children vs Bruce Lee.
