No, Goku realized he was outmatched against Janemba since the moment Janemba was no longer morbidly obese.
Furthermore, Freeza, Cell and loads of other people are also dead and yet they're roaming the world.
Or, in other words, there's literally no reason why Goku couldn't pick up Gohan if he wanted to.

I think fans just like to argue. There's no other franchise I know of with a consistent power system that invites so much debate. Nobody argues whether Kenpachi could beat Aizen or whether Naruto could beat Orochimaru, it's just clear, or it doesn't matter.

I'M MR. MEESEEKS, LOOK AT ME!Seven Deadly Sins recently introduced a pretty good Power Level system. Regarding Dragon Ball, it helps that all the numbers we're given consistently match up to each other even if Power Creep got a little silly. I don't even try going into the movies, however, because I don't actually like or care about any of them.
Like I've said in the past; Power Levels aren't the problem, the problem is that the tools used to measure Power Levels, the Scouters, could very easily be fooled and had a tendency to explode. Clearly the solution is to get better Scouters, not throw an entire system of measuring out the window.
The power measuring systems, both for Dragon Ball Z and The Seven Deadly Sins would work much better to me if they answered one question; what unit are they starting with and measuring? What constitutes a "one"?
I don't hate them or thing they're totally meaningless like a lot of other people do, but I will say that if a series ever actually answered that question, it would make things a lot easier and enjoyable.

Anyway, Dragon Ball has always consistently had the whole "One in Perfection surpasses Many in Harmony" thing going on. I mean, a single strong warrior has always been more effective than a lot of weaker ones, Fusion is greater than the sum of its parts, stuff like that.
Plus, the reason ten guys with a Powerlevel of 100 wouldn't be able to beat a guy with a powerlevel of 1000 is because they wouldn't even be able to actively hurt said guy. We're not dealing with strength differences of the kind we see in real life, where a Zerg Rush is effective because you can't really be strong enough to just be unable to be hurt by people, no matter how weak they are in comparison to you.

Are we seriously debating power levels in a movie?
Fusion Reborn takes place around the moment where the anime was up to when it started airing, regardless of whether that makes sense or not. I don't know if Ultimate Gohan was a thing by that point. It certainly didn't look like it.
