When it comes down to it, if Gohan had been Ultimate Gohan at the time, he could've probably owned Janemba on his own, and Goku would've known this.
So if Mystic Gohan is a thing, Fusion Reborn makes no sense even when you divorce it from canon.

When I made my claim I was under the impression that since Goku's base wasn't higher than Freiza's maximun, then Gohan's base couldn't be either. You can see where I just derped out there by making a assumption.

But it's not something that can't be handwaved away with a simple "Freeza wasn't at full power."

The Androids can't get tired, Cell can regenerate, Buu can regenerate and absorb, that sort of thing.

Frieza in Fusion Reborn wasn't all jacked up, so he was probably at half power. It's not infeasible to imagine Gohan's base surpasses 60,000,000, we just know it didn't go higher than 120,000,000.
As for why he can't roflstomp Janemba, it's because Janemba is in hell. Gohan isn't. Simple as that.

The movie treats Freeza way more seriously than it should. Really it should have gone more like this.
