I'm finding myself partial to the Gohan passed the Mystic power up to Pan theory myself.
Speaking of which, name another character you'd like to see undergo that particular power up.
Doesn't have to be a Saiyan either.

So she doesn't necessarily have her potential unlocked but she always has the Ultimate perks. but then no Super Saiyan Pan.

Yeah, I think I touched up on that.
One thing that makes it interesting is that theoretically if all wishes were selfish you'd get a bunch of good Dragons. Deliberately achieving that WOULD be abusing the balls, in the best way ever. The heroes all wish for selfish yet helpful shit, a bunch of dragons come out and help them defend Earth. Min-maxing for the win.
Although, there's a way to make that maybe work - if the "positive dragons" were the intend all along. Using a system of Karma, if the Dragon Balls were used for evil, righteous dragons would be born that punished the users. But due to duality, this feature actually made shadow dragons also a possibility.
You'd still have to come up with good excuses for people to know this without it coming up earlier, though. But it at least makes the balls sound more balanced rather than just leaning toward punishing the good.
I think we actually did discuss that a long time ago, the idea of good dragons being created to reprimand humanity for their selfish use of the Dragon Balls, but it creates a glaring Morton's Fork. Either way the Dragons aren't going to like you.

I kinda like the premise, and it works if you consider the measure be implemented by a then young and inexperienced Kami who didn't think it through all the way and didn't expect the Evil Dragons part of it.

Oh. Someone asked how A fusion of two 17's can be so powerful, but it's likely that Machine Mutant 17 was much stronger than regular 17 (via Myuu's superior tech) so he probably made up the bulk of it's power.
The better question, is how do you build an android in hell, where's there's probably no machinery?
