I want an episode where Beerus shows up to antagonize Bulma right in the middle of one of her Capsule Corp meetings. Just shows up and threatens to blow up the earth if she doesn't make him a pastry or something. Vegeta has to step in and the fate of the world depends not on punching, or ancient god forms, rather Vegeta's ability to produce an exquisite banquet.
And given what he did to that poor octopus on that boat, he could pull it off.

Frieza's a Big Bad proper though. Has administrative skill and such. Cell's more of a Dragon-in-Chief who got away. I'm not sure he's really all that much of a leader.
