The Kaioshin let Freeza be on a account of being wasted by Majin Buu and the last one left chasing after Bibidi's son.
Granted, the end result is the same, Krillen being able to run amok among the stars as soon as he forces the helpless Earthlings to build him a spaceship, but it's less "let him be" and more "too busy".
But even then, I doubt it. The mutants can raise their battle power too. Remember, two of them got to be as strong as Freeza and had the power to fuse, another of them was stronger than Kami merged and room of spirit and time training weights off Piccolo. That's at least two\three people theoretically able to beat Krillen...assuming they didn't just join forces. Jaco seemed to be just as strong as him too, suggesting the Galactic Patrolmen can also raise their battle powers...though Jaco has no KI techniques so he'd probably still lose once he ran out of ammo and batteries.
Buldogue's lawyerI don't think the Kaioshin would have cared about Frieza even if there were all four of them and Dai Kaioshin still alive and kicking. Their job is not to patrol the universe battling anything that may pose a threat to innocent lives. They're gods; being cosmic superheroes is below their pay grade.
Majin Buu warranted their attention because he's a god-killing abomination. Babidi warranted their attention because he was attempting to revive said god-killing abomination. Frieza is just a mortal despot. The Kaioshin would be hard-pressed to give two kaioshits about him.

It reflects the way Goku is chaotic, pursuing his goals at any cost even when they're flatly impossible, refusing to be held back by anything. Vegeta is orderly, having a static worldview of where everything sits in relation to each other and flipping his shit when proven wrong.
Alternately, it's a meaningless cosmetic choice and Silent Hill has trained me to see meaning in everything. But either way, it's how their hair is.

I have absolutely nothing to base this on except for all of them being martial artists who want to constantly get stronger and remember: it wasn't just Goku and Vegeta who shot down Bulma's plan of 'kill the guy making the Androids right now', Piccolo also objected to the plan, as did Tenshinhan, who was clearly speaking for the humans when he said it. I like to think that by the time the Android Saga happened the humans were at:
Chioutzu: 1,000,000
Tenshinhan: 1,650,000
Yamcha: 1,350,000
Krillin: 2,000,000
like I said: I have absolutely nothing to base these numbers on except that I like all four main human characters and there's nothing saying that they can't be at least THIS strong, dammit!

I'm going to guess not. Toriyama writes by the seat of his pants. I don't expect King Cold actually existed until Goku and Frieza's fight was underway, when Frieza made the comment about only his parent
sbeing able to get dust on him before.Getting dust on Frieza in his Final Form seems like more of an accomplishment than Captain Ginyu is capable of, even if he is using a low power percentage. 10% Final Form Frieza is still a battle power of 12 million.
