On an unrelated note, Beerus' line about Super Saiyan Goku having a hard time against Freeza? Better quality translations have come out, and Herms' (a very faithful translator) has this version:
“You’re pretty good. I can see how you managed to defeat Freeza. But if this is all you’ve got, defeating Freeza would probably be the best you’re capable of.”
According to Herms, the wording of the Japanese doesn't actually imply how much stronger Goku is than Freeza, and this lines up with Goku falling anywhere between Freeza and Beerus - because Beerus does not know of any mortals stronger than Freeza.
I could really see Lazuli and Krillin's relationship being particularly interesting. Namely, she seems largely indifferent towards him but there are a fair number of Aw Look They Really Love Each Other moments. Like, in my idea, she's genuinely happy and relieved to see that he's safe only to then become annoyed that she had to come save him.

So I think that due to timeline changes, Gero never got to fully convert them to killer robits.

I think it's mostly the same with the Freeza and Boo arcs, I think all of them were very strong until a certain points where things went downhill (those points being: Goku vs Ginyus, Cell absorbing 17, and Potara's introduction).
With those on roughly the same level, I'd only consider the Daimao and * Saiyan arcs to be better.
I think that the reason that Future 17 and 18 are so evil is less 'they were made that way' and more 'there are no consequences for their actions'.
They live in a world where nobody can stand up to them and make them pay for what they do.
They're basically living in a sandbox videogame. No matter what they do, it will never come back to bite them in the ass. The only reason it did is because Bulma is quite possibly the most broken character in the entire series.

All of the Semi-Perfect Cell stuff is really boring and almost unwatchable, but Imperfect Cell is really interesting, and the Cell Games is great although I can't bring myself to be completely objective when looking at it.
Freeza is probably the most solid (that is, the least amount of bullshit plot holes), but it's also the most formulaic and doesn't really do anything new.
Whereas Buu is really entertaining but it's clear Toriyama had no idea what he was doing once he brought Goku back.
I honestly have trouble judging Saiyans without comparing it to Freeza, because there are points where it's almost identical, but Freeza just has a higher scale.

Not only is it a genre shift from the rest of DB, it also shifts genre itself several times. High school drama! No wait, tokusatsu! No, sorry, Tournament Arc!
Goku vs Freeza was great...at the beginning. But then it kept dragging on. I think the worst part was the Spirit Bomb segment. How Freeza managed to not notice what Goku was doing that entire time is the biggest case of stupidity ever.
Then it got good once Goku turned Super Saiyan, but then...the fight was pretty much over once he'd transformed. I mean, technically it wasn't over, but in terms of the story, we knew Freeza was going to meet his end. Eventually.

While I recognize that that moment has been done since in other series, I always shudder when I remember reading it as a kid.

Regarding the Mafia Boss plot
On top of it being a terrible idea to make 18 a damsel for Krillin to rescue in general, there's just no justifying a crimelord being any sort of threat to Krillin either. He's one of the most powerful beings in the entire universe. There are countries with a combined battle power lower than Krillin's.

Again, #18 wouldn't be damselled for Krillin: the one being damselled in this scenario would be Marron, the 4 year old child who can't defend herself. And Krillin's physical challenge wouldn't be normal humans with guns, Krillin's physical challenge would be #18.

The only things Krillin can do now are being The Medic and/or catching a villain off-guard and hitting them with the Kienzan.
Although they probably won't even do the latter, considering this is Toei and they made it fail against Perfect Cell.
So...just The Medic, then. Someone's gotta carry the Senzu Beans!
