Toei's not a single studio, and like Sunrise it has several studios doing many projects at the same time. Are we forgetting that not only has it Dragonball, but Pre Cure AND Sailormoon currently airing?
They're doing Sailor Moon Crystal? That explains a lot. And even if they do have a several other works, they should seriously show some respect for one of the most influential and popular works in shounen if not manga as a whole.

Err, should they? This is kind of showing an ignorance of just how a series is produced, even with regards to a series with 20+ years of history behind it like Dragonball. Have you seriously not watched Shirobako?
As for Sailormoon, well, it's just unfortunate, ESPECIALLY when you compare to Go! Princess Precure, which has shown some AMAZING directing in its individual episodes.

When we have companies like ufotable producing Fate/stay night [Unlimited Blade Works] along everything else they've ever made, you'd think what should be a much larger company would be able to make something that looked really good for a series that's infinitely more popular.
And we also have TNK making High School Dx D and Imagine who made Spice And Wolf. Both of those series have great animation and they're nowhere near the popularity of Dragon Ball.

I feel you're imposing a false dichotomy here, as far as studios go. In these cases, bigger doesn't necessarily mean better; more often than not, it takes a confluence of the production committee allocating enough budget for a show, as well a decent production staff who're properly able to leverage said budget.
Plus we're ignoring the fact that a feature-length production like Battle of the Gods is leagues different compared to a weekly TV series like Super.

I don't really give a shit who's to blame, the fact of the matter is that Dragon Ball deserves better. Also, I wasn't comparing it to BoG since that would be unfair (even if ufotable usually achieves a similar level in damn near every episode). I'm just comparing it to other anime currently running and anime that ran a few years prior.
Bigger actually tends to mean worse, because the bigger they are, the more detached and removed from the real world they are, the more they are focused on pure numbers, and the less they respect what got them to that place to begin with.
Or, in other words, smaller studios actually put their best effort in because they need to in order to survive. Bigger studios like Toei know they can just throw shit at the screen and survive anyway. Especially with a franchise like Dragon Ball, which will sell regardless of how shitty the animation is.

What you said is certainly true. I hate the fact that it's true but there's nothing I can do about it.
Re: how they can make an episode of the Goku vs Beerus fight. Simple, do what the manga did and include all three Super Saiyan forms, with cutaways to the party, the Kaioshins, and Chanpa and Wine.
By the way, Wine being the strongest woman in the series isn't THAT big of a milestone as the previous strongest was West Kaioshin who, based on her performance in Kibitoshin's anime flashback (which I see no reason to discount as it's just elaborating on a scene in the manga, and done rather well might I add), and comparing it to the performances of all the people who fought Kid Buu; I would estimate her to be stronger than Buu Saga SS 2 Vegeta, which is no small feat.

Good point on the Time Kaioshin, although we have absolutely nothing to judge her power with: she beat Demigra millions of years ago when he was stated to be weaker and her power can dispel his influence even with him at his max. I'm not sure of her canonocity though...

The gap between SS 2 Buu Saga Vegeta and Whis is comparable to the gap between Ginyu and SS 1 Namek Goku. Wine can still be weaker than the strongest being in the universe and still easily be the strongest female in the series. Besides, those two were worried about Beerus but they seem to still think themselves a threat so I'm assuming they aren't TOO much weaker.

Well, not so much a fight as it is Dragon Ball proving that beer is better than champagne.
Each Kaoishin was supposed to be strong enough to one shot 100% Freeza(prior to his revival and training, obviously) and Supreme Kai Of Time is at least stronger than Imperfect Cell, which means she's also stronger than Android 18. She might be weaker than East Kaioshin since he went and fused with Kibito though.
