Piccolo does his own training, and when he asks Goku if he has any chance against Cell, Goku says he'll be no good. Piccolo then gets hurt feelings.
I think the point was to just show Goku is kind of careless like that.
He's Innocently Insensitive. It's a consequence of being The Unfettered. If you ask him for his opinion, he will give it to you point-blank because he doesn't have social filters and stuff that encourage tact.

I disagree with the assertion Vegeta's a better man than Goku too. Better father and husband on a personal level perhaps but remember, it was Vegeta's fault for Majin Buu more than anyone else bar Babadi. Gohan may have slacked off, Goku may have made some frighteningly stupid choices, but Vegeta was the one who willingly sold his soul for power and repeatedly rejected sensible suggestions like "stop this before Buu awakens" and "maybe we should go fight him together". Oh, yeah, and murdered the stadium.
Giving Cell a sensu bean was also a callous move and a demonstration of Goku's overconfidence. But that still makes sense from what we know about Goku. He had trained Gohan for a year, knew he had the power level necessary to defeat Cell and had shown him all of Cell's tricks. If Goku had the power to beat Cell himself, he'd have probably let Cell reach his maximum power, establish he was no longer a threat despite it and see if he was willing to surrender before destroying him.
The idea that Gohan would A: Have every necessary to defeat an enemy threatening them and everything they care about and choke, B: Sadistically torture the enemy once he got his act together rather than getting to the point, were things that never crossed his mind. He made stupid decisions but he didn't actively help Cell reach a whole new level of power by attacking his own son and sacrificing a being who was no longer a threat to him. Vegeta's still more responsible for Cell than Goku.
Goku never hesitated in reviving someone just because they were "weak" in favor of having "eternal life". Nappa was open to the idea of bringing a partner back to life. Goku hasn't annihilated entire villages just to stop an enemy, let alone for a selfish goal. He didn't depopulate entire planets for a paycheck. Vegeta is still indisputably worse. Goku's bad choices come from lack of foresight and a bit of stupidity, Vegeta is evil.
And Gohan is an underachieving crybaby. But he still succeeded in becoming a scholar, so it's not all bad. He just happens to be in where fighting takes center stage, rather than, say, exploration\romance\classrooms\sporting events\science experiments\diplomacy\detective work\parenting\what have you.
