What would be really interesting is if this joke info actually goes somewhere in DBS, like Roshi perfecting his Max Power form and tapping into becoming the first "Super Human."
I mean, he's an old man, he's got years to figure something out and I'm sure he's been training between the lounging and perverseness.

There are four HUGE gaps in Power Levels that inflate them beyond reason: Raditz being 3 times stronger than Goku or Piccolo, Saiyan Saga Goku being 2 times as strong as Nappa, Namek Saga Goku being approximately 2 times as strong as Recoome, Burter, and Jeice, and the worst one of all; Freeza's 1st Form being over 4 times stronger than Captain Ginyu.
The worst part is that none of these gaps needed to be this large: Raditz could've easily been one and a half times as strong as Goku or Piccolo and still have had a huge advantage, Nappa was implied to be only a little weaker than Goku without the Kaio-Ken anyway so he could've actually been only a little weaker, Recoome, Burter, and Jeice could've been really close to Goku's power and still gotten wrecked as badly as they did from Goku using the Kaio-Ken in bursts, and Freeza's 1st Form, at maximum, should've been around 2 times as strong as Captain Ginyu to still keep his threat level intact.
But consider this, yes.

The English equivalent would be "Roshi could have been this strong if he put his mind to it" meaning that Roshi was that strong in Resurrection F because he had been training.
Secondly, Toriyama doesn't compare Roshi to Kuririn at all. Only talking about Roshi being strong enough to fight Freeza's soldiers. It is the writer of the article that makes that comparison, and is nothing more than another outsider's opinion.
So no, nothing about Roshi being Kuririn-level this entire time. Just that he's always had the potential to reach the level he had in RF, which he did in RF.
I know, right? The same goes for Duos, one of Priest Set's Ka that had a unique design but was completely forgotten. That whole arc feels really neglected in the card game, though.

Also, I think we're overlooking something: the only thing indicating the Power Level of the average Freeza Soldier is some lines from a couple of them chuckling at Power Levels of 1,000. This scene can be interpreted many ways but mine is that those were not actually mooks and were more around mid-tier Freeza Soldier level and the reason I think that is because they were invading NAMEK, a planet where the smallest child can fly and the inhabitants are known throughout the galaxy as mystics and powerful fighters. I'm thinking that the real low-tier Freeza Soldiers, the ones Freeza would use to invade a crappy planet like ours with an average Power Level of 5, never break the triple digits.
