She might actually be stronger than Roshi though.
At the least, she can fly, and he can't, which would imply better Ki control.
Chiaotzu might be a better comparison, but I think he's ignored cause he's never been seen as strong anyway, so even though he's weaker than Yamcha, he's such a non issue that he avoids any flak.
Plus, he survived for longer in the Saiyan fight.
One Strip! One Strip!Roshi blew up the Moon. Videl can't sustain flight for that long.
No more so than literally everyone else in the series.

Rules of the Internet 45. Rule 45 is a lie. Check out my art if you notice.
x5 Fifty years.
Also, Goku picked up the Kamehameha after seeing it once. Same goes for the Solar Flare and probably flight. He also learned how to read his opponents movements through their breathing in just three days. Krillin and Yamcha could also do the Kamehameha despite Roshi never teaching it to them. They also learned flight without being taught and Krillin also stole the Solar Flare from Tenshinhan. Vegeta, meanwhile, learned how to sense others' ki and hide his own ki after watching the heroes do it (and he actually never saw them sensing ki).

Let the joy of love give you an answer! Check out my book!Huh.
Videl is one of the few characters to learn a technique through actually being taught.
Only Goku with the Spirit Bomb and Kaioken can say that, and he has lots of other stuff that he learned on his own, as pointed out above.
One Strip! One Strip! No. He still has an upper limit. He'd reach a point where he can't get any stronger.
In fact, I think he long since has.
One Strip! One Strip! Is the upper limit thing actually supposed to be canon anywhere in DB, in spite of the indefinite number of superior trainers being evidence to the contrary? Because there's a difference between "can't catch up to legendary monsters in my limited lifespan without special training" and "nope, achieving a higher power level than X is verboten via the very laws of this reality."

Actually I have something to say on the subject of Yamcha, could we all stop acting as if he's canonically the weakest fighter ever. He definitely has the most shit track record, I'm not going to deny that, but those are different things.
A couple of pages back Zelenal made a point about how Videl probably couldn't even catch up to Yamcha, and I understood the point, but it would have worked better if he had said, Chiaotzu or Roshi. It kind of muddles things to my mind.
It's just something that bugs me. I can take jokes but I don't like them to be mixed up with the reality of the series.
