When you established that the Galaxy Patrol was totally helpless against Freeza and his armies (and couldn't even hope to fight an adult Saiyan and thus had to kill the babies), you can't suddenly say oh, they have lasers that can knock out Goku and Vegeta. That's bullshit.

Now getting serious, I suppose it's possible that since Jaco's original story, the Galactic Patrol has become more competent. Freeza has been gone for a number of years, and lost a lot of his elites on Namek as well. Also, we know that the Planet Trade was struggling to keep control of their holdings to the point that they finally decided to bring Freeza back as his sheer power would tip things back in their favour. It's possible that with him gone, many planets under Freeza's thumb rebelled and maybe some joined the Galactic Patrol as they were the only game in town in terms of fighting off the bad guys. This might have lead to an improvement in tech and warriors with high battle powers.
I mean, for all his incompetence, Jaco is incredibly strong without Ki, and has eyesight that's as good as any Z warrior when using said ki. If he had the same level of training they did, he'd be pretty strong.
In the Resurrection F movie, he was shown to be pretty effective in combat as well, easily putting down normal Freeza Mooks though the anime version nerfed him in that regard. Maybe that version is a more accurate measure of Jaco's abilities, and other GP's are in that range as well.
It's hard to tell because Toei tends to do their own thing, and Toriyama values jokes above most everything else.

I'm not sure about that honestly. If Super is going too continue or another anime starts up sometime after the movie, maybe this is a way of letting the Manga get ahead again by starting with the next arc long before the anime even begins.
I do wonder if that is the case whether Super/whatever it's called if it's renamed will start with this or an adaption of the Broly movie.

To be fair, Goku and Vegeta have been portrayed as so far above everyone (and this was a huge plot point in the Buu saga where they made a number of the strongest warriors in the universe look like jokes, with even Dabura supposedly being easy to handle if not for Gohan being out of shape) that they make those guys look weak.
Nearly (but not always admittedly) every time someone has tried to win a fight with something besides higher power or brute force, they've failed (including the heroes at times), and it's been shown that fancy tech rarely is enough against these guys. Scouter can't read their power levels, battle suits are easily broken, and fancy lasers never hit until Sorbet got lucky.
So for the Galactic Patrol, who have once again been portrayed as not standing any chance at all against even a vastly weakened Freeza empire (and this is before their leader returned) to suddenly be able to take Goku and Vegeta out with a fancy laser gun does seem kinda questionable. How come they couldn't do this to stop Freeza?
But yeah, Shonen logic (or rather the logic the fans use) is a little unfair.

Huh, I was just watching that again yesterday, and it finally dawned on me how weird it was that someone with Thunder powers could be taken out by an electrical device.

Then again, it seems Toriyama forgot Piccolo is supposed to be FAR beyond pre-training Freeza, as he is somewhere below Perfect Cell without transforming.
Seriously if Freeza at 530000 was already this unholy behemoth far beyond any mortal, despite reaching up to 120 million, then Piccolo should be seen as a truly exceptional being and all that.
Hell, Nail was, what, the 7th to the 4th strongest mortal in the Universe (depending on how he compares to 3/5ths of the Ginyu force)?

Its almost like fans care more about numerical values than the author does or something.
Assuming we're staying consistent here(HAHAH) , Freeza is likely still stronger than base Goku or Vegeta, ROF notwithstanding.
