This is an issue of poor writing. If the story says that characters are going to be neutral, then they should remain so. Whis rewinding time is a middle finger to his whole "neutrality" characterization. With more consistent writing, he wouldn't have lifted a finger to help bring the Earth back.
There are plenty of works that have characters that are much more powerful than the main antagonist that still maintain some level of tension. It's not impossible, it's about execution.
I mean, yeah, they could have just had Whis taxi them to New Namek.
Or Goku could go to King Kai and then New Namek, and the others could play charades with Whis or something.
Even if Whis is "neutral" he can still be helpful and even nice in that.
...Has Beerus ever mentioned Namekians ever?
Because I really want it to be revealed that Beerus caused the great drought and calamity on Namek because they don't have food.

I think most people are fine with them as long as they stay neutral.
But they haven't been, and the level they get involved in things seems to fluctuate with the plot, which is really frustrating.
With how much they're bending the definition of neutral there's no guanrantee of them not getting involved more directly in the future just for hype.
I'd prefer them to not be do OP because a) they're doing a terrible job of being neutral and b) it'd be more interesting to see them DO stuff without it being plot warping
If they're going to be All Powerful Bystanders, then actually keep them as bystanders. If the writers want them to be involved in the plot, then they're going to have to nerf them a bit so they don't trivialize everything.
Right now, they're in this weird middle ground where they're overpowered and get involved in the plot, but half ass it enough just to ensure the protagonists aren't completely outclassed.
Beerus and Whis have essentially been their safety nets and it just begs the question of "Why should I care about this conflict if Beerus and Whis can just involve themselves and give them an out"
A lazy millennial who's good at what he does.Beerus isn't really "all powerful" at this point (that was kinda the whole point of Jiren) and was never even pretending to be a bystander (actually, he was never presented as all powerful either), so the blame falls solely on Whis.
I would like Beerus to be the new Mr. Satan and always blame tummy aches for why he doesn't want to fight Jiren/Infinite Zamasu/Broly/whatever new character is being hyped as stronger than the Gods of Destruction.

If you go solely by the movies (relevant here since I'm pretty sure the anime and manga will both have separate versions of the Broly events) Beerus is negligibly stronger than Goku and Vegeta at this point. The two fighting together as mere SSBs could've beaten him years ago, according to Whis.
Even in the anime and manga, Beerus being relevant is entirely reliant on Goku never actually using his full power which apparently triggers when he's in danger.

Fought on par with him, not beaten him. And yeah, I would have preferred we stuck with that, with Goku and Vegeta making gradual progress towards surpassing him. They could even have Beerus train himself to allow more room for Goku and Vegeta to progress without leaving him in the dust.
given that UI is apparently not appearing in the movie I don't think it's going to trigger upon Goku being pushed to significant danger anymore. Otherwise there'd be very little point writing it out. And I'd prefer Beerus still be relevant
I'd give somewhat decent odds to UI never showing up in a significant capacity again before moving on to the next transformation.

the only reason I could see Whis fighting is he is interested in what Broly can do because here are the guys he has been training, and this sayian from nowhere is styling all over them using non god forms. so I could see him wanting to see his attacks and if he could possibly be the next u6 Go D. but if its just "hey whis distract this guy so vegeta can learn a silly dance" then yeah its a big much.
Fusion is small potatoes compared to UI, especially in the anime continuity where Jiren at a fraction of his power is enough to completely blow Blue Vegetto out of the water according to Vegeta. This is oddly consistent with Heroes, where SSBKK x20 Vegetto matches SS1 Cumber yet UI Goku beats SS3 Cumber.

One idea I've been tossing around is one to make Whis' Redo less of a "Whis is a deus ex machina" moment. Basically, have Whis refuse to use the Redo to fix Earth unless he's specifically ordered to by Beerus. Then they need to convince Beerus to do so, which he eventually relents and does. Beerus justifies this by saying that it's just for Earth's food, but it's hinted at afterwards that Beerus has grown a fondness for the people of Earth (and also its food).
This allows Whis to stay neutral while also giving Beerus some character growth from Battle of Gods. This would also set up for the next arc, where Beerus is fighting hard to keep Earth in U7, and he even gives Champa his own Earth.
But Goku and Vegeta aren't supposed to be so willing to fuse, it'd be weird that the situation convinces them to fuse if it can't even trigger UI in Goku (considering how Omen triggered really easily when he fought Kafla)
I also wouldn't count on fusion being weaker than UI, Broly has been hyped up as stronger than the previous enemies which should include Jiren
That... changes nothing. If Whis will do what Beerus says and Beerus is fond of Earth it means being neutral doesn't matter.
