The weirdest thing I find about Dr. Gero is that he lives on a planet where the average power level seems to be 5, sees an alien with a power level of 18,000 show up, and thinks to himself "Nah, there's no reason to observe any of these guys going into space."
Also his computer picked up Frieza DNA and he never checked on that in three years. Not even a cursory glance!
I'm curious, is Majin Buu a Perpetual-Motion Monster? Because neither of the three versions have ever gotten tired.
Piling up more things as to why Buu would have never been part of the TOP
Uni catFat Buu got worn out when he was fighting Kid / Pure Buu.
It does seem to thing that Buu has incredible Stamina, and combined with his bubblegum body, he can take a large amount of punishment. He's likely a handful for even stronger opponents, unless they are exponentially stronger (which is usually the case since this is Dragonball).
One Strip! One Strip!It might be headcanon on my part, but I always assumed 19 and 20 were weaker than Final Form Frieza, especially given that Piccolo beats up 20 pretty easily (though I suppose he did have four years of training).
That said, considering 16, 17, and 18 are much stronger than Frieza and the highest power reading Gero could have seen before this is 180,000 from Ape Vegeta, that is some crazy overkill.

It actually would have been lower than even that given not only all of the damage Vegeta took during that battle (especially the Kaiouken x4 Kamehameha) but also because creating the power ball cost him enough energy that he felt the need to comment on it.
He doesn’t particularly need energy.
In fairness, in the manga, Raditz and the other Saiyans constantly say they're the strongest warrior race, and I think at one point Vegeta screams he's the strongest in the universe.
Blame retcons.
On the subject of Gero's Androids being weirdly powerful, remember that Gero reads Yamcha's battle powers and thinks it's Goku's, expecting his strength to have risen to around that level. And as we see seconds later, Goku's expected power (Yamcha) was a level where the weakest Android could kill him just as easily as any random pedestrian. Totally powerless in comparison. So apparently it was fully Gero's intention to go with that level of overkill.

(Vegeta didnt know about Cold, which is weird with Cold being in the movie, and Cooler isn't canon probably yet. But anyway, Vegeta is like that "I dont know her" meme with Cold.)

Like, technically Oozaru Vegeta at 180,000 would be stronger than all but Freeza, but.
The context of "I'm the strongest in the universe is that Kaioken x3 Goku at 24,000 just punched him in the gut and drew blood plus knocked the wind out of him.

The odd part is him leaving Cell in development if he shelved the whole thing.
