Also, I think Toriyama might have done a retcon for everything with 16.
Like, Gero says 16 might be uncontrollable and kill him which. What.
It makes sense if you assume he's lying to 17 because he doesn't want 16 activated, to keep 16 safe, but. Both can't be true.

Or that his brain wouldn't be able to control his robotic body. That's the only thing that makes (in-universe) sense.
@unnoun He tried some manner of 'programming' on them, so presumably making them too strong is what allowed them to retain their free will.
He probably decided on the 'too strong to control' aspect before he worked out just how much of the Androids was human vs mechanical
You know, it's funny, I thought you were talking about GT where Gero says that 17 was originally intended to be stronger than Cell.

With the androids, I think that Dr Gero was thinking No Kill like Overkill which is why they were so strong. This is probably why they're stronger in the present timeline-Goku's still alive to be the main focus of his overkill. 16 though, he's his Replacement Goldfish and might just want to have made him the most powerful being on Earth. Which he was up until Cell starting absorbing androids
