Okay, so. Were the androids in the Android 13 movie designed by Toriyama? Not the writing, or any character concepts, but. He drew Broly, I'm pretty sure. The original design.
I feel like a way to get a Gero's 2nd Computer/Android 21 Arc to actually work is to just. Do it as Androids 13, 14 and 15. Maybe 10, 11 and 12 too.
...Hell, a Commander Red Android 9 could be hilarious.
If you need mooks, more Androids can replace the clones and most of the dead villains.
Maybe they gather the Dragon Balls and resurrect Cell so 21 can eat him.
Tell him that they need him to achieve a true, even more perfect state.
Cell assumes that means Gero has something to make him stronger, but all along Gero wanted to use Cell to power up a different Android.
...I think its mentioned in the game that Gero wanted to use the link system to put his soul in other androids or something, so.
I dunno, maybe retcon or ignore the Super version of Resurrection F and just have Frog!Ginyu in a lab somewhere for Gero to be experimenting with souls and soul transfers.

Yeah, they could have had Gero still be in the game by activating the androids, by both of them pretending to want to work for him and were later planning to betray him. Sensing they were going to backstab him, Cell could have been introduce where he would be released to absorb both of them and to get his revenge on Goku and the others. Maybe eventually even Cell would backstab him, since he thinks he shouldn't take orders from an old man.
Yep. I think he drew all the movie villains.
And yeah, I think the best thing to do for an Android 21 arc would be to cut most of the villain resurrections besides 16 and Cell. And also bring Gero back to reunite the whole family.
The biggest thing I'm taking away from Heroes is that Nappa will still have hair in Dragon Ball Super: Broly, further proving the fan theory that he's going bald in the Saiyan Saga because Nappa is just starting to become an elderly Saiyan.

@unnoun None of those points about Gero were really correct
He didn't think that Goku wouldn't grow, he had estimated growth based on what Goku had done so far and didn't think he'd have any more massive leaps in power. No-one could have predicted the Namek arc power scaling.
Piccolo had never shown telepathy in the manga prior to that point. Even if he had, how would Gero even know? His spy bugs wouldn't be able to pick that up.
Suppressing power is one thing, but what Piccolo is talking about ('explosively' increasing their power at the moment of their attack) is a concept only introduced in the Namek arc. And it had Gohan and Kuririn dumbfounded when it was introduced. Since Gero didn't know about that, he didn't know Piccolo's power could increase so much.
So, there's discussion about Toriyama's forgetfulness (which is exaggerated), and I've found myself asking a key question about his decision to just not bother bringing Launch back:
Was he right? It was said that he didn't use her again because he assumed fans completely forgot about her and thus there was no point in bringing her back in.
Was he right? Was Japan just like Launch who? Had they forgotten her, or was he making assumptions?
I'm actually really curious as to whether we know how accurate his assumption was.

Tien just doesnt really work as comic relief.
Any character could be funny under the right circumstances.
But Toriyama has his style, and maybe it doesn't work with Tien's serious personality.
His willingness to go outside his comfort zone seems to vary. On the one hand, characters get shunted to he background quite quickly sometimes once he's done with them, but on the other hand, he gave Vegeta one of the best arcs in the series despite disliking him (allegedly).
And then there's the Gohan thing. He did try for years, but ultimately went back on everything he did and rolled Goku back into the protagonist slot.
I think it's just some stuff clicks, some stuff doesn't.

I'm sure it's preference. Toriyama has shown that he can use serious characters as comic relief, as he does with Piccolo and Vegeta. The exact same style of jokes could work with Ten, which is probably part of the issue - he already has straight men to work with.
