The thing is, that was back in Goku's formulative years (both in and out of universe). Roshi teaching Goku the lesson "you know, there's Always Someone Better out there you haven't even heard of" made sense then because at that point, Goku hadn't been fully established as willing to train and push himself for the sake of it. He also wasn't as worldly and back then he could've legitimately thought he was the strongest and there is nowhere to go.
It's rehashing a lesson Goku solidly learned half a lifetime ago, and has been beaten further into his head by the Sorting Algorithm of Evil.
Having him re-re-re-re-re-re-re-re-re-relearn it as an "AHA!" moment is really weird.

Hop on over to this page and add them.Vegeta's spar with Beerus prior to the TOP in the Supermanga basically serves the same narrative purpose as Monaka's existence (particularly when Vegeta has to eat crow and admit that despite his newfound power he's still weaker than Beerus), only more efficiently, which is probably why it doesn't bother with Monaka really. There's no set of filler episodes where Beerus tries to make Monaka look strong like in the anime.
Wasn't the Monaka thing being that he was the only one to give Beerus a better fight, and that was introduced from the movies? I could see some interesting things done with that if it were sincere.
I was thinking two wins and loses from each, and one round being a tie. Then they decided the winner with rock-paper-scissors or something because the whole thing was stupid and petty anyway. Actually swapping Buu and Piccolo around might be better.
Monaka manages to beat Frost because Frost is either weaker than him or overly reliant on his cheating tactics. Or because he's disqualified for poisoning Monaka.
When it's two wins, two losses, and one tie, the ref decides the two strongest should fight to resolve it. Since Hit wins against Goku and Monaka is considered the strongest, Monaka nervously fights Hit and Hit throws the match much like he did in the canon.
Or was killed by Beerus for a petty reason...or Freeza because he's Freeza.
As I said, between those two and Buu's original rampage, Universe 7 likely lost a lot of strong fighters.

And, when he first meets Goku, he notes that Goku in his base state isn't strong enough to beat Freeza.
It's not even that Super Saiyan God-tier powers are rare; it's that Freeza, Super Saiyan Goku, Future Trunks, King Cold, Android 17, 18, 16, Cell, Super Saiyan 2 Gohan, Super Vegeta, Goten, and unFuture Trunks levels of power are practically unheard of for mortals.
...And also Hatchiyak and the three movie androids and Cooler and Broly (who, actually, is in the new Super movie so that's a thing) and whatever else.
...I think Dabura is the only member of Babidi's crew explicitly at or above Freeza's level without Babidi's magic, but like. He's from the Demon Realm. Not a mortal.
...I like to think that, before Battle of Gods and Saiyan Beyond God happened, Android 17 and 18 could technically have killed everyone in their sleep. Unless Goku still sleeps as a Fully Powered Super Saiyan, but Chichi hates delinquents so I assume he doesn't.
EDIT: Shin isn't a mortal, and he's apparently stronger than post-Cell Piccolo, but I would note that, relooking at things, he mentions that the Supreme Kais Buu killed were each "a thousand times stronger than Freeza" but that's specifically the Supreme Kais Buu killed.
South Supreme Kai and Grand Kai could do attacks that were strong enough and deadly enough that Buu feared death, which is why he absorbed them. So I dunno about their usual power levels, but for those attacks they were stronger than Kid Buu. And Buff Buu in Grand Kai's case.
Shin is also, explicitly, the worst of all of Universe 7's Supreme Kais.
EDIT: It's also worth noting that I feel like Freeza is the point where power scaling broke the most.
Everything from Kaioken x20 to the Spirit Bomb did jack all to Freeza.
With Perfect Cell, the Final Flash did damage and destroy parts of him. Cell has regeneration, but in terms of power level, it's implied that Super Vegeta's Final Flash was a lot closer to Perfect Cell than Kaioken x20 ever was to Freeza.
With Vegeta and Freeza, everyone teamed up and pulled out all the stops. With Vegeta it basically mostly worked at a cost. For Freeza, jack shit worked until Super Saiyan happened.
With Cell, Goku gave him a damned Senzu Bean. And at multiple points in Buu; Goku, Gotenks and Gohan and Vegerot were all explicitly able to do the job, they were just all idiots.
Even the official multipliers never get that crazy again. Super Saiyan 2 is only twice as strong as Super Saiyan; Super Saiyan 3 is only 4 times as strong as Super Saiyan 2.
Super Saiyan 1 is a damned x50 multiplier.
And even with the Kaioken, which Goku took to x20, according to King Kai was never supposed to go beyond x2.
Beerus is the point where the power gap actually matches or gets bigger than Freeza, where he takes out everyone with chopsticks.

It ain't just you. I'm pretty sure it's been agreed that Freeza is the point where power scaling got unfairly ridiculous.
One Strip! One Strip!Two of those people taken out by chopsticks were already far stronger than Final Form Freeza at the time. Then he proceed to make a fool of Buu, Gohan and Gotenks, who were the strongest dudes around.
Props to Vegeta for actually having a decent showing without getting cocky. That's rare for him

Yeah, but that made sense back then. As I said, Goku knows that there are other people stronger than him, not only among the Gods, but even the mortals of the other universes. He doesn't need extra motivation. He's got it.
It's a joke that no longer serves a purpose, and is just there to be there and Dragonball has enough of that.
