But yeah, if Toriyama flat out has issues with the Buu Saga, he's not really hiding it.
Then again, that's the part where he completely back-pedalled on trying to phase out Goku, so maybe that's why he's so reluctant to field them in any way. He might even view it as a Dork Age since he went so crazy during that time.

Why did they let him go to terrorize and presumably murder millions of sentinent beings again?

Going back on it is what Freeza would do.
Also, they'd already had enough on their plate after that day. Longest 48 minutes ever. They could let Freeza have, I dunno, a few weeks or months as a head start.
At the very least, Freeza isn't Buu. He's as likely to rule and subjugate as he is to slaughter, and he can theoretically be reasoned with.

They originally talked about how Freeza can't really be a direct antagonist to Goku and Vegeta now and made it sound like he'd have to be more subtle, like manipulating them into fighting Broly to hopefully kill each other.
But if he's just straight up stealing Earth's Dragon Balls from Bulma and siccing Broly on Goku/Vegeta after they chase down the balls, that's incredibly direct and it will make it stupid if Goku and Vegeta let him go after this.
